CITY OF WICHITA INDUSTRIAL PRETREATMENT ANNUAL SIGNIFICANT NONCOMPLIANCE PUBLICATION NOTIFICATION CALENDAR YEAR 2025 The United States Environmental Protection Agency (USEPA) requires publicly owned treatment works with approved pretreatment programs to publish annually the names of permitted industrial users that were defined as being in significant noncompliance with the local pretreatment program. The City of Wichita has an approved pretreatment program and has the responsibility to comply with the reporting requirements. The following industrial users presently discharging to the City's municipal sanitary sewer system were in significant noncompliance as defined by the USEPA for at least one (1) evaluation period during calendar year 2025. Users are placed in alphabetical order, and the order of the list in no way conveys degree of noncompliance. Capps Manufacturing 2120 S. Custer Wichita, KS 67213 Permit # 2432 During the monitoring period of January 1 – June 30, 2025, the industrial user exceeded its permitted limit for chromium on April 29, 2025. The industry failed to notify the City pursuant to Title 16. Section 16.22.100 of the initial exceedance of the limit for monthly maximum and technical review criteria (TRC) of 1.2 times the monthly max limit. Based on the results submitted, and failure to notify the City, the industry was placed in significant non-compliance in accordance with Federal Pretreatment Standards, 40 CFR Part 403.8 (f)(2)(viii) and Title 16, Chapter 16.22.040 (46). The city issued a notice of violation with a penalty of three thousand seven hundred and fifty dollars. The industry has since returned to compliance. Chrome Plus International 3939 W. 29th Street North Wichita, KS 67217 Permit # 2422 During the monitoring period of January 1 – June 30, 2025, the industrial user exceeded its permitted limit for cadmium on June 25, 2025. The industry exceeded the maximum daily limit, monthly maximum limit, and technical review criteria (TRC) of 1.2 times the maximum daily and monthly maximum limit. Based on the results submitted, the industry was placed in significant non-compliance in accordance with Federal Pretreatment Standards, 40 CFR Part 403.8 (f)(2)(viii) and Title 16, Chapter 16.22.040 (46). The city issued a notice of violation with a penalty of two thousand two hundred and fifty dollars. The industry believed the exceedance occurred because of a spent carbon filter in the system. The carbon filter was changed, and the industry has returned to compliance. Cintas Corporation 9333 East 35th Street North Wichita, KS 67226 Permit # 5472 During the monitoring period of January 1 – December 31, 2025, the industrial user exceeded its permitted limit for lead on January 14, February 25, February 28, March 11, April 10, April 30, June 20, July 8, July 25, July 30, August 14, September 9, October 17, November 6, and December 4, 2025. The industry exceeded the maximum daily limit and technical review criteria (TRC) of 1.2 times the maximum daily limit. Based on the results submitted and continued exceedance, the industry was placed in significant non-compliance in accordance with Federal Pretreatment Standards, 40 CFR Part 403.8 (f)(2)(viii) and Title 16, Chapter 16.22.040 (46). The city issued notices of violation with a penalty totaling twenty-one thousand seven hundred and fifty dollars. In response the industry has updated the operational and washing procedures and have since returned to compliance in 2026. Clean Harbors Wichita, LLC. 9333 East 35th Street North Wichita, KS 67226 Permit # 5532 During the monitoring period of July 1 – December 31, 2025, the industrial user exceeded its permitted limit for copper on November 6, 2025. The industry exceeded the maximum daily limit, monthly maximum limit, and technical review criteria (TRC) of 1.2 times the maximum daily and monthly maximum limit. Based on the results submitted, the industry was placed in significant non-compliance in accordance with Federal Pretreatment Standards, 40 CFR Part 403.8 (f)(2)(viii) and Title 16, Chapter 16.22.040 (46). The city issued a notice of violation with a penalty of two thousand five hundred dollars. The industry has since returned to compliance. Metal Finishing Company, Inc. 1423 S. McLean Blvd Wichita, KS 67213 Permit # 1062 During the monitoring period of January 1 – June 30, 2025, the industrial user exceeded its permitted limits for cadmium on February 27 and June 10, 2025. The industry exceeded the maximum daily limit, monthly maximum limit, and technical review criteria (TRC) of 1.2 times the maximum daily and monthly maximum limit. Based on the results submitted, the industry was placed in significant non-compliance in accordance with Federal Pretreatment Standards, 40 CFR Part 403.8 (f)(2)(viii) and Title 16, Chapter 16.22.040 (46). The city issued a notice of violation with a penalty of three thousand two hundred and fifty dollars. The industry adjusted the rinse overflow tanks and have since returned to compliance. Reddi Industries. 1423 S. McLean Blvd Wichita, KS 67213 Permit # 5332 During the monitoring period of January 1 – June 30, 2025, the industrial user exceeded its permitted limits for copper and zinc on June 26, 2025. The industry exceeded the maximum daily limit, monthly maximum limit, and technical review criteria (TRC) of 1.2 times the monthly maximum limit for copper. The industry exceeded the monthly maximum limit and technical review criteria (TRC) of 1.2 times the monthly maximum limit for zinc. Based on the results submitted, the industry was placed in significant non-compliance in accordance with Federal Pretreatment Standards, 40 CR Part 403.8 (f)(2)(viii) and Title 16, Chapter 16.22.040 (46). The city issued a notice of violation with a penalty of three thousand seven hundred and fifty dollars. The industry found a line plugged and while being unplugged a discharge valve was bumped into open discharge position, this resulted in a small untreated discharge. The industry has since returned to compliance. Yingling Aviation - Prop Shop 1440 S. Ridge Rd Wichita, KS 67209 Permit # 6072 During the monitoring period of January 1 – June 30, 2025, the industrial user exceeded its permitted limits for copper on June 30, 2025. The industry exceeded the technical review criteria (TRC) of 1.2 times the monthly maximum limit. Based on the results submitted, the industry was placed in significant non-compliance in accordance with Federal Pretreatment Standards, 40 CFR Part 403.8 (f)(2)(viii) and Title 16, Chapter 16.22.040 (46). The city issued a notice of violation with a penalty of one thousand seven hundred and fifty dollars. The company was transitioning from hauling waste to a new treatment system.
