(Published at Wichita.gov/LegalNotices on December 12, 2025) SUMMARY OF ORDINANCE NO. 52-850 On December 9, 2025, the governing body of the City of Wichita, Kansas passed an ordinance entitled: AN ORDINANCE AUTHORIZING THE CITY OF WICHITA, KANSAS, TO ISSUE ITS TAXABLE INDUSTRIAL REVENUE BONDS, SERIES V, 2025 (TEXTRON AVIATION INC.) FOR THE PURPOSE OF PROVIDING FUNDS TO FINANCE THE COST OF ACQUIRING, MODIFYING AND EQUIPPING MANUFACTURING FACILITIES, PURCHASING MACHINERY AND EQUIPMENT AND RELATED CAPITAL INVESTMENTS IN THE WICHITA-AREA AIRCRAFT MANUFACTURING FACILITIES AND OPERATION OF TEXTRON AVIATION INC., AND ITS WHOLLY OWNED SUBSIDIARIES; APPROVING THE EXERCISE OF THE OPTION TO PURCHASE CERTAIN RELATED IMPROVEMENTS AND EQUIPMENT; AND AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS IN CONNECTION THEREWITH. The Ordinance authorizes the Issuer to issue its Taxable Industrial Revenue Bonds, Series V, 2025 (Textron Aviation Inc.) in the aggregate principal amount of $45,000,000 (the "Series V, 2025 Bonds"), for the purpose of paying the costs of the installation of improvements to certain existing aviation manufacturing and flight testing facilities and the acquisition of certain machinery and equipment for such facilities (the "Project"), as more fully described in the Indenture, the Site Lease and the Project Lease authorized by the Ordinance. The Project will be leased by the Issuer to Textron Aviation Inc., a Kansas corporation. In connection with the issuance of the Series V, 2025 Bonds, the Issuer approves a ten-year exemption from ad valorem property taxes for the Project.
