Proposal: On September 28, 2026, AKS Engineering & Forestry, LLC, on behalf of the contracted purchaser Raybern Homes, LLC, and property owner, Horrigan Farms, Inc. submitted a Notice of Intention to Commence Annexation Proceedings (10 Percent Petition) requesting annexation of four adjoining parcels: Parcel No. 126160198, currently addressed 13021 Shoreline Road, Parcel No. 126160199 currently addressed 12905 Shoreline Road, Parcel No. 126160200 currently addressed 12999 Shoreline Road, and Parcel No. 126160201, no situs address. Parcels described are located in Franklin County, Washington. The parcels are generally located south of Burns Road, north of Harris Road, west of Shoreline Road, and east of Road 122 within Section 12, Township 9 North, Range 28 East, W.M. The purpose of the proposed annexation is to incorporate the subject property into the City of Pasco consistent with the City's Comprehensive Plan and applicable development regulations. The Pasco City Council will consider a resolution accepting the Notice of Intention to Commence Annexation Proceedings and determining whether the proposed annexation may proceed. The City Council will also establish the boundaries of the proposed annexation area and determine whether the annexation will require the simultaneous adoption of zoning regulations and the assumption of existing City bonded indebtedness.
