South Columbia Basin Irrigation District Communication Towers and Facilities PART 1 Invitation to Bid Sealed bids for "SCADA Communication Towers and Facilities" will be received at the main office of the South Columbia Basin Irrigation District (District), P.O Box 1006, 1135 East Hillsboro Street, Pasco, Washington, 99301, until 9:00 a.m. Monday, September 21st, 2026. At that time the bids will be publicly opened and read. Phase 1 and 2 of this project will involve the construction of five new self-supporting communications towers and associated facilities, and upgrades to existing communications infrastructure to support the District's supervisory, control, and data acquisition system. Work will include, but is not limited to, installation of; communications towers and foundations, VHF/microwave antennas, cabling, communications buildings, electronic equipment, electrical infrastructure, generators with automatic transfer switches, propane tanks, and fencing. The Contractor must complete all work by June 30, 2028. A pre-bid site visit will be held by the District on Wednesday, August 26, 2026. The visit will begin at 10:00 a.m. at the SCBID HQ (Pasco) tower site, located at 1135 E. Hillsboro St., Pasco, WA 99301, and will continue at 1:00 p.m. at the SPC59.3X (Dogwood) tower site, located at 4881 Dogwood Rd., Pasco, WA 99301. The District May facilitate additional site visits upon request. Each bid must be submitted on the prescribed Bid Form and accompanied by bid security as prescribed in the Instructions to Bidders. The successful bidder will be required to furnish the additional bonds prescribed in the Bidding Documents. In order to submit a bid on public works, bidders and their subcontractors shall hold such licenses and registrations as required by state statutes and codes and federal and local laws and regulations. This project is a public works construction project to be paid with public funds; therefore, the minimum prevailing wage rates, published by the State Department of Labor and Industries, are required. Following the bid opening, all bids will be tabulated, checked and evaluated by the District's staff and Engineer. Tabulated bids will then be submitted to the District's Board of Directors for consideration and award at the meeting beginning 9:00 a.m. Thursday, October 8th, 2026. The District reserves the right to accept or reject any or all bids, and to waive any irregularities as informalities in said bids.
