NOTICE TO CONTRACTORS CALL FOR BIDS NOTICE IS HEREBY GIVEN that bids will be received and read by the Benton Conservation District (hereinafter the District), 3131 Belmont Blvd, West Richland, Washington at 1:00 P.M. (local time), September 9th, 2026 for the following: YAKIMA DELTA HABITAT MANAGEMENT UNIT RIPARIAN VEGETATION Bid proposal packages must be received noon (12:00 pm, PST local time), Wednesday September 9th, 2026, by email to: marcella-appel@bentoncd.org. The improvement for which bids will be received is for The YAKIMA DELTA HABITAT MANAGEMENT UNIT RIPARIAN VEGETATION Project which includes revegetation of riparian areas per the approved Riparian Planting Plan Design (included in bid package). The District's cost estimate for the project is not to exceed $700,000. All bid proposals submitted by a contractor ("Bidder") shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into a contract within the time stated, the bid bond proposal deposit shall be forfeited to the District. The award of contract, if awarded, will be awarded to the bidder whose bid conforms to the requirements of the Contract Documents and whose past record of performance on work of similar complexity and magnitude indicates that said bidder is qualified to carry out the obligations of the contract and to complete the work contemplated therein. Specifically, the selection for bid will be based on the adherence to the requested bid items including the responsiveness and responsibility criteria. There are both required criteria and supplemental criteria established by the District that must be adhered to. Compliance with both required and supplemental responsibility criteria may be requested in writing by the District and is due within 2 days of the bid date and time. In addition, as a condition of the award the bidder must agree to verify that all subcontractors are also in compliance with the "responsibility" criteria as specified in RCW 36.06. This project is considered an environmental conservation project. This project is funded by groups and agencies whose focus is conservation of natural resources. The Contractor on this project shall be mindful of these interests and source native vegetation stock as local as possible. Quality and timely completion of the finished project is of high value to the District and the funding groups and agencies, and that time is of the essence to this agreement. The Contractor is expected to make every effort possible to meet the requirements of the permits previously obtained, or work with the District on necessary modifications. Failure to do so can be grounds for termination of this contract.
