CITY OF RICHLAND NOTICE OF APPLICATION, PUBLIC HEARING, AND ODNS-M (S2024-102 & EA 2024-114) Notice: Core Estates Group LLC (formerly Barghausen Consulting Engineers, Inc.), on behalf of the property owners Sterling Heights Properties LLC (formerly Sundance Capital 401K Plan ET AL) and James Sterling, has filed a preliminary plat application with associated road standard deviation requests to subdivide a 97+ acre site into 95 residential lots, six (6) tracts designated for open space, and three (3) tracts for related infrastructure improvements (Preliminary Plat of Sterling Heights). Project Site: The project site is located west of the existing terminus of Strawberry Lane, south of Interstate 182 and east of Dallas Road, and will affect the following parcel numbers: 120984000004000, 120984000003000, 120984000002000, 120984000006000, and 120983013387003. Public Hearing: The City of Richland Hearing Examiner will conduct a public hearing and review of the application on Monday, September 14, 2026 at 6:00 p.m. in the City of Richland Council Chambers at 625 Swift Boulevard. All interested parties are invited to participate in the public hearing. Environmental Review: The City of Richland has reviewed the proposed project for probable adverse environmental impacts and expects to issue a mitigated determination of non-significance (MDNS). The optional MDNS process in WAC 197-11-355 is being used, which was originally issued on August 12, 2024 (see SEPA Register No. 202403479). This may be your only opportunity to comment on the environmental impacts of the proposed development. The following conditions are being considered to mitigate any environmental impacts: Dust control: There is potential for fugitive dust from the project site due to infrastructure improvements for the proposed project. The applicant shall contact and coordinate with the Benton Clean Air Agency for the appropriate measures. Cultural Resources: The applicant shall prepare an Inadvertent Discovery Plan (IDP) and ensure that on-site personnel are trained on the plan. Off-Site Critical Area Mitigation: The applicant shall pay a 2:1 acre in-lieu mitigation fee to the Benton Conservation District for the loss of any shrubsteppe habitat which is not preserved on-site through a recorded conservation easement. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Comments must be submitted by the date and time noted above to planning@ci.richland.wa.us. A copy of the subsequent threshold determination for the specific proposal may be obtained upon request and can be viewed on the SEPA Register or on the City's website at www.richlandwa.gov/business/land-use. Comment Period Starts: August 19, 2026 Comment Period Ends: September 14, 2026 at 6:00 p.m. Any person desiring to express their views or to be notified of any decisions pertaining to this application should notify Ryan Nelson, Senior Planner, 625 Swift Boulevard, MS-35, Richland, WA 99352. Comments may be emailed to planning@ci.richland.wa.us. The deadline for written comments is 6:00 p.m. on Monday, September 14, 2026. However, written comments must be received no later than Friday, September 4, 2026 at 5:00 p.m. to be incorporated into the staff report.
