Comment Period Deadline: Right-of-Way Vacation: September 8, 2026 Proposal: Trey Tutt, on behalf of Strizhak's Haven Ranch, LLC and Dave Greeno, has submitted a petition requesting that the City Council vacate a portion of public right-of-way (VAC2026-002) located along Road 108. The subject right-of-way was dedicated through multiple actions. The easterly 30 feet of what is now known as Road 108 was dedicated with the approval and recording of Short Plat 2020-22 (Auditor's File No. 1918957) on August 11, 2020. An additional 34.1 feet of right-of-way was dedicated on February 14, 2022, under Auditor's File No. 1956207. On May 23, 2022, the City annexed the surrounding area, bringing the entire Road 108 corridor within the Pasco city limits. The Barker Ranch 1st Addition Preliminary Plat, approved by the Hearing Examiner on May 25, 2021, abuts the Road 108 corridor. Since that approval, three of the four planned phases have been final platted. During preparation of Barker Ranch 1st Addition Phase 4 and review of the proposed Wilson Acres Preliminary Plat, staff determined that a westward realignment of Road 108 would better accommodate future development, improve roadway geometry, and support the overall site design. To implement this change, the City approved a Preliminary Plat Minor Adjustment in February 2026, revising the Road 108 alignment and affecting two lots and one tract within Barker Ranch 1st Addition Phase 4. As a result of the approved roadway realignment, portions of the previously dedicated public right-of-way are no longer necessary for roadway purposes. The proposed vacation would remove these surplus right-of-way areas, allowing them to be incorporated into adjacent lots and a tract. Replacement right-of-way for the revised alignment of Road 108 will be dedicated through a separate process to ensure continuity of the roadway corridor and preserve future public access. The petition includes the materials required by the Pasco Municipal Code and will be reviewed in accordance with the applicable procedures and criteria for street vacations. Location Description: That portion of Road 108 right-of-way located south of Dent Road, west of Broadmoor Boulevard, north of Burns Road, and east of Dent/Fraser Road, comprising approximately 6,316 square feet (0.14 acres). Public Comment Period: Written comments regarding the proposal may be submitted to the Community Development Department by email at barragani@pasco-wa.gov, by mail to 525 N 3rd Ave, Pasco, WA 99301, or in person at City Hall, beginning August 10, 2026, through September 3, 2026, at 5:00 PM. All written comments received during this period will be included in the City Council's meeting packet. Verbal comments: Members of the public may also provide comments during the City Council meeting as advertised below. Open Record Hearing: The City Council will conduct an open record hearing at 7:00 p.m. on Tuesday, September 8, 2026, in the Council Chambers in Pasco City Hall at 525 N 3rd Avenue in Pasco, Washington. The City Council will consider public testimony concerning the above application at this meeting. Individuals may also provide verbal comment virtually regarding this item by filling out a form via the City's website (www.pasco-wa.gov/publiccomment) to obtain access information to comment. Requests to comment remotely, at the September 8th City Council Meeting must be received by 4:00 p.m. on the day of the meeting.
