Shoreline Permit Comment Period Deadline: August 26, 2026 Proposal: The City of Pasco submitted a Shoreline Substantial Development Permit (SMP2026-002) and a SEPA Checklist (SEPA2026-014) on March 24, 2026, for a project involving the replacement of existing raw water intake screens, security and electrical improvements at the Raw Water Pump Station (RWPS), and electrical infrastructure at the Butterfield municipal drinking water facility. All work is limited to existing facilities and an established in-water intake location and does not expand the footprint of shoreline development. The project site is located in two separate areas the first is immediately south of Parcel 112300110 along the Columbia River in Pasco, Washington, the other parcel 112291128 is addressed as 1306 W B St and the Columbia River in Pasco, Washington. The proposal is subject to applicable provisions of the Pasco Municipal Code. Legal: Parcel 112300110, TRACT XX-3455, A TRACT OF LAND LYING IN GOVERNMENT LOT 8, SECTION 31, TOWNSHIP 9 NORTH, RANGE 30 EAST OF THE WILLAMETTE MERIDIAN, FRANKLIN COUNTY, WASHINGTON, SAID TRACT BEING MORE PARTICULARLY DESCRIBED AS FOLLOWS: BEGINNING AT A POINT ON THE NORTH LINE 1306 W B ST, PASCO 99301 (Parcel 112291128), RIVERSIDE ADD LOTS 1 TO 20 BLK 6 INCL VAC 'B' ST ADJ LOTS 10 & 11 TOG W 10' VAC S 13TH AVE & VAC ALLEY ADJ. TOGETHER WITH RIVERSIDE ADDN BLK 10 INCL VAC B ST ADJ LOTS 1 & 20, TOG W10' VAC S 13TH AVE & VAC ALLEY ADJ Public Comment Period: SMP2026-002: Written comments must be submitted to the Community Development Department by 5:00 p.m. on August 26, 2026. SEPA2026-014: Written comments must be submitted to the Community Development Department by 5:00 p.m. on August 26, 2026. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. The Shoreline Permit determination will be established administratively by the Pasco Shoreline Permit Administrator. Determination of Completeness: The application has been declared complete for the purpose of processing. Environmental Documents and/or Studies Applicable to this Application: Environmental Determination No. SEPA2026-014 has been assigned to this proposal. Accordingly, an Environmental Impact Statement is not required. A copy of the threshold determination and any other information concerning this action may be obtained by contacting the City of Pasco Planning Department. Required Permits: A City of Pasco Shoreline Substantial Development Permit will be required. Estimated Date of the Determination: The Shoreline Permit determination is anticipated shortly following the August 26, 2026, comment period deadline.
