SEPA Comment Period Deadlines: August 5, 2026
Proposal: On June 24, 2026, RP Development, on behalf of Strizhak Haven Ranch, LLC, submitted a SEPA Environmental Checklist (SEPA2026-018), and Petr Strizhak, owner of Strizhak Haven Ranch, LLC, submitted a Preliminary Plat application (PP2026-001) for the subdivision of approximately 22 acres into 132 single-family residential lots within the R-3 (Medium-Density Residential) zoning district. The SEPA Environmental Checklist evaluates a build-out scenario of up to 160 single-family residential lots.
The proposal includes construction of single-family detached homes and associated subdivision infrastructure, including mass grading, public streets, water, sanitary sewer, irrigation, communications, electrical, natural gas, and stormwater improvements. The preliminary plat also includes a north-south public pedestrian pathway intended to enhance neighborhood connectivity, as well as Tracts E and F, which are anticipated for future development. The applicant has not proposed a phasing plan; if phasing is anticipated, it will be addressed as part of the project review process.
The project site is identified as Parcel No. 126160129, Pasco, Washington 99301, and is generally located south of Burns Road, west of Broadmoor Boulevard, north of the future Sandifur Parkway alignment, and east of Shoreline Road. The proposal exceeds the applicable SEPA categorical exemption thresholds established in PMC 23.15.025(2)(a) and WAC 197-11-800(1)(d). Accordingly, the project is subject to environmental review under the State Environmental Policy Act (SEPA) and the applicable provisions of the Pasco Municipal Code.
Public Comment Period: Written comments must be submitted to the Community Development Department by 5:00 p.m. on August 5, 2026. Open Record Hearing: No public hearing is required for the SEPA. The SEPA determination will be established administratively by the Pasco SEPA Administrator. An open record hearing with the Hearing Examiner for the plat will be conducted at a later undetermined date.
Determination of Completeness: The applications have been declared complete for the purpose of processing.
Environmental Documents and/or Studies Applicable to this Application: Environmental Determination No. SEPA2026-018 has been assigned to this proposal. The SEPA comment period will end August 5, 2026. It is probable that a Determination of Non-Significance or Mitigated Determination of Non-Significance will be issued for this proposal (WAC 197.11.355 optional DNS process). This may be the only opportunity to comment on the environmental impacts of this proposal or to appeal any State Environmental Policy Act related decisions.
Preliminary Determination of Regulations Used for Project Mitigation: To evaluate the impacts of the proposed project, the following may be used for mitigation, consistency, and the development of findings and conclusions:
* Title 12 (Streets and Sidewalks), Title 16 (Buildings and Construction), Title 21 (Subdivision), Title 25 (Zoning), Title 28
(Critical Areas) regulations of the Pasco Municipal Code, and the land use policies contained in the Pasco
Comprehensive Plan;
* Regulations of the Washington State Department of Fish and Wildlife, Washington State Department of
Ecology, Washington State Department of Natural Resources and Washington State Department of
Archaeology and Historic Preservation;
* Other required agency evaluations, approvals, permits, and mitigations as necessary.
Estimated Date of the Decision: A DNS or MDNS threshold determination is anticipated to be issued following the close of the comment period on August 5, 2026.

Appeals must be submitted within 14 days of issuance of the threshold determination. The appeal must be in writing, include a concise statement identifying the matter being appealed, and provide the basic rationale for the appeal. A filing fee is required in accordance with the City's Fee Resolution.
Please note: Failure to file a timely and complete appeal shall constitute a waiver of all rights to an administrative appeal under City Code.
