PLEASE TAKE NOTICE: The City of Pasco is considering an ordinance extending the existing six-month moratorium on applications related to Essential Public Facilities (EPFs), including Secure Community Transition Facilities (SCTFs). The Pasco City Council will hold an open record public hearing to receive public comment on August 3, 2026, at 7:00 p.m. in the Council Chambers at Pasco City Hall, located at 525 N. 3rd Avenue, Pasco, Washington. Public access to the building is available through the east and south entrances. Following the public hearing, the City Council may consider adoption of an ordinance extending the moratorium. Proposed Moratorium Extension: CA2026-002 – Essential Public Facilities (LRA Housing & SCTF) Extending Six-Month Moratorium: The City Council will consider an ordinance extending the existing six-month moratorium on applications related to Essential Public Facilities (EPFs), including Secure Community Transition Facilities (SCTFs), for an additional six months. The extension is intended to provide the City with additional time to complete the development of regulations governing the siting of essential public facilities, including evaluation of a potential overlay zoning district, development of siting criteria and review procedures, analysis of zoning and development standards, mapping of risk-potential activities and facilities, and consideration of public safety, emergency response, and compatibility with surrounding land uses. Extending the moratorium will allow the City to continue its review and adopt appropriate interim or permanent regulations before accepting applications that could otherwise vest under the City's existing regulations, which do not currently contain dedicated siting criteria or review procedures for these facilities. A Determination of Nonsignificance (DNS) under the State Environmental Policy Act (SEPA) for the proposed Essential Public Facilities code amendment was issued on May 14, 2026. Because the proposed code amendment remains under review and has not yet been adopted, the City is proposing to extend the moratorium to allow additional time to complete the regulatory process. Comments will be accepted from July 13, 2026, through July 30, 2026, at 5:00 PM. All written comments will be included in the City Council's meeting packet. Verbal comments: Members of the public may provide comments during the City Council meeting. Verbal comments may also be submitted virtually by filling out a form on the City's website: www.pasco-wa.gov/publiccomment. Requests to comment remotely must be received by 4:00 p.m. on August 3, 2026. Estimated Date of the Decision: The City Council is anticipated to take action on the proposed moratorium extension following the public hearing scheduled for August 3, 2026.
