INVITATION TO BID Sealed bids for the Eltopia Watermaster Yard Fueling Station will be received at the main office of the South Columbia Basin Irrigation District (District), P.O Box 1006, 1135 East Hillsboro Street, Suite A, Pasco, Washington, 99301, until 2:00 p.m. on Tuesday, July 28th, 2026. At that time the bids will be publicly opened and read. The project consists of installing a turnkey motor vehicle fueling station consisting of a UL-2085 listed dual wall, above ground, 10,000 gallon two compartment fuel tank, (1) unleaded gasoline dispenser and (1) diesel fuel dispenser, OPW cardlock system, Franklin Fueling tank monitoring system, LED pole lighting, and reinforced concrete foundation and parking pads at the districts Eltopia Watermaster office yard location. This project will be located within the fenced yard of the District's Eltopia Equipment shop at 150 Lateral Dr. in Eltopia Washington. A site visit by each bidder is mandatory. Two hosted pre-bid site visits are scheduled for July 14th and July 21st, 2026, at 10:00 am. Other site visits may be allowed at the Districts discretion. The meeting location will be at the Eltopia Watermaster office building at 921 Eltopia West Rd. Eltopia Washington. The Contractor must complete all work and cleanup at the construction site by March 1st, 2027 Each bid must be submitted on the prescribed Bid Form and accompanied by bid security as prescribed in the Instructions to Bidders. The successful bidder will be required to furnish the additional bonds prescribed in the Bidding Documents. In order to submit a bid on public work, bidders and their subcontractors shall hold such licenses and registrations as required by state statutes and codes and federal and local laws and regulations. The project is a public works construction project to be paid by public funds; therefore, the minimum prevailing wage rates, published by the State Department of Labor and Industries, are required. Following the bid opening, all bids will be tabulated, checked and evaluated by the District's staff and Engineer. Tabulated bids will then be submitted to the District's Board of Directors for consideration and award at the meeting beginning at 9:00 a.m. on Monday, August 3rd, 2026. The District reserves the right to accept or reject any or all bids, and to waive any irregularities as informalities in said bids.
