SEPA Comment Period Deadlines: July 15, 2026 Proposal: The proposal consists of an amendment to the Pasco Municipal Code establishing optional frontage improvement standards within the R-15 (Low-Density Residential) and R-S-12 (Suburban Residential) zoning districts. The amendment would allow qualifying residential development projects to defer construction of certain frontage improvements, including sidewalks, curbs, gutters, and streetlights, when specified criteria are met. The proposal would require dedication of any necessary right-of-way and would retain the City's authority to require frontage, pedestrian, bicycle, or roadway improvements identified through a Traffic Impact Analysis as necessary to address concurrency, traffic safety, or life-safety concerns. In addition, property owners would be required to record an agreement acknowledging the potential need for future roadway and frontage improvements and agreeing not to contest the formation of a future Local Improvement District (LID) or similar funding mechanism established to fund such improvements. The proposal is a non-project legislative action and does not authorize site-specific development or ground-disturbing activities. Public Comment Period: Written comments must be submitted to the Community Development Department by 5:00 p.m. on July 15, 2026. Only comments received by the referenced date will be included in the SEPA record. Open Record Hearing: The SEPA Determination of Nonsignificance (DNS) has been issued administratively by the City's SEPA Responsible Official and is not subject to a public hearing. A separate public hearing on the proposed code amendment will be held on July 20, 2026, following which the City Council may take action on the proposal by ordinance. Determination of Completeness: The application has been declared complete for the purpose of processing. Environmental Documents and/or Studies Applicable to this Application: Environmental Determination No. SEPA2026-016 has been assigned to this proposal. The SEPA comment period will end July 15, 2026. A Determination of Non-Significance has been issued for this proposal under (WAC 197-11-340) (2). This may be the only opportunity to comment on the environmental impacts of the proposal or to appeal the State Environmental Policy Act related decision. A copy of the threshold determination and any other information concerning this action may be obtained by contacting the City of Pasco Planning Department. Preliminary Determination of Regulations Used for Non-Project Mitigation: To evaluate the impacts of the proposed non-project, the following may be used for mitigation, consistency, and the development of findings and conclusions: Title 12 (Streets and Sidewalks), Title 16 (Buildings and Construction), Title 21 (Subdivision), Title 25 (Zoning), Title 28 (Critical Areas) regulations of the Pasco Municipal Code, and the land use policies contained in the Pasco Comprehensive Plan; Regulations of the Washington State Department of Fish and Wildlife, Washington State Department of Ecology, Washington State Department of Natural Resources and Washington State Department of Archaeology and Historic Preservation; Other required agency evaluations, approvals, permits, and mitigations as necessary. Estimated Date of the Decision: A DNS was issued on July 1, 2026. The City of Pasco will not act on this proposal for 14 days from the date of issuance.
