Benton-Franklin Council of Governments Request for Proposals (RFP): Tri-Cities Metro Loop Transportation Study BFCOG is initiating a request for proposals (RFP) from qualified firms for the Tri-Cities Metro Loop Transportation Study. The BFCOG, in coordination with regional jurisdictions, seeks to conduct a comprehensive Tri-Cities Metro Loop Transportation Study to evaluate and prioritize a coordinated system of transportation investments. The study will provide a data-driven framework for prioritizing and improving regional mobility, safety, freight movement, and long-term economic development. This scope reflects a phased, analytical, and engagement-driven approach, consistent with best practices for large-scale regional planning efforts.
