City of Pasco NOTICE OF OPEN RECORD PUBLIC HEARING FOR CODE AMENDMENT Si necesita ayuda para entender este aviso o necesita más información, por favor llame al Departamento de Desarrollo Comunitario y Económico de la Ciudad de Pasco a 509-545-3441 PLEASE TAKE NOTICE: The City of Pasco is considering proposed amendments to the Pasco Municipal Code. The Pasco City Council will hold an open record public hearing to receive public comment on July 20, 2026, at 7:00 p.m. in the Council Chambers at Pasco City Hall, located at 525 N. 3rd Avenue, Pasco, Washington. Public access to the building is available through the east and south entrances. Following the public hearing, the City Council may consider adoption of the proposed amendments by ordinance. Proposed Code Amendments: CA2026-005 – PMC 12.15 Frontage Riverview Code Amendment: The City Council will consider a proposed amendment to the Pasco Municipal Code establishing optional frontage improvement standards within the R-15 (Low-Density Residential) and R-S-12 (Suburban Residential) zoning districts. The proposed amendment would allow qualifying residential development projects to defer construction of certain frontage improvements, including sidewalks, curbs, gutters, and streetlights, when specified criteria are met. The proposal would require dedication of any necessary right-of-way to preserve future roadway, pedestrian, bicycle, utility, and other public infrastructure improvements identified in the City's adopted transportation plans. The amendment would also require that any required Traffic Impact Analysis demonstrate that frontage, pedestrian, bicycle, or roadway improvements are not necessary to address concurrency, traffic safety, or life-safety concerns. In addition, property owners would be required to record an agreement acknowledging the potential need for future roadway and frontage improvements and agreeing not to oppose the formation of a future Local Improvement District or similar funding mechanism established to fund such improvements. The proposed amendment is intended to provide flexibility for residential development while preserving the City's ability to implement future transportation and infrastructure improvements. A Determination of Nonsignificance (DNS) for the proposal is anticipated to be issued using the standard SEPA DNS process at least fifteen (15) days prior to the public hearing. For more information, please contact: 509-544-4146 / barragani@pasco-wa.gov CA2026-007 – Short Term Rental Code Amendment: The City Council will consider a proposed amendment to the Pasco Municipal Code related to the regulation of short-term rental properties. The proposed amendment would establish permit application, operational, inspection, renewal, enforcement, and revocation procedures for short-term rentals operating within the City. The proposal includes requirements related to local property management, occupancy limits, parking, insurance, safety inspections, guest information, and compliance with applicable city codes and ordinances. The amendment would also establish standards for permit issuance, annual business license renewal, enforcement procedures, and penalties for noncompliance. The proposed regulations are intended to provide a framework for the operation of short-term rentals while promoting neighborhood compatibility, public safety, and accountability for property owners and operators. Verbal comments may also be submitted virtually by filling out a form on the City's website: www.pasco-wa.gov/publiccomment. Requests to comment remotely must be received by 4:00 p.m. on July 20, 2026. Estimated Date of the Decision: The City Council is anticipated to take action on the proposed code amendments following the public hearing scheduled for July 20, 2026.
