Benton-Franklin Council of Governments Request for Proposals (RFP): Traffic Count Program The Benton-Franklin Council of Governments (BFCOG) is requesting submittals from qualified consultants to capture 72-hour (Tuesday, Wednesday, Thursday) bi-directional traffic counts at approximately 220 locations in the Cities of Benton City, Connell, Prosser, and Benton and Franklin Counties. Data collection at each location shall include vehicle volume, vehicle classification, and vehicle speed, recorded in 15-minute intervals. Traffic counts are to be conducted during the harvest season, excluding periods of inclement weather and recognized holidays. Data collection is anticipated to begin in August 2026 and conclude by the end of October 2026. Proposals will be accepted via email to tmartin@bfcog.us from June 7, 2026, through July 7, 2026.
