CITY OF RICHLAND NOTICE OF APPLICATION, PUBLIC HEARING AND OPTIONAL DNS (PLN-T2-2026-00022 & PLN-T1-2026-00480) Notice: Christine Pearcy of Morrison Maierle Inc., on behalf of the City of Richland Public Works Department, has applied for a Shoreline Management Substantial Development Permit to construct a permanent sodium permanganate storage and feed facility located near the Snyder Intake at 1 Snyder Street, Richland, WA. The proposed project will include the installation of a backup power generator, and all work will take place on the existing paved surface of the Snyder Intake Facility. The proposed project has been determined to be consistent with the City of Richland's Title 23 – Zoning, Title 26 – Shoreline Management, and Chapter 22.10 – Critical Area Ordinance. Project Site: The project site is located at the eastern terminus of Snyder Street and has an address of 1 Snyder Street, Richland, WA 99354. Public Hearing: The Richland Hearing Examiner will conduct a public hearing and review of the application on Monday, July 13, 2026 at 6:00 p.m. in the Richland City Hall Council Chambers, 625 Swift Boulevard. All interested parties are invited to participate and present testimony at the public hearing. Environmental Review: The proposal is subject to environmental review. The City of Richland is lead agency for the proposal under the State Environmental Policy Act (SEPA), has reviewed the proposed project for probable adverse environmental impacts, and expects to issue a determination of non-significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed development.
