NOTICE OF COMPLETE APPLICATION CONDITIONAL USE PERMIT 1560 DALE AVENUE Date: June 3, 2026 Lead agency: Benton City 1009 Dale Ave. Suite A, Benton City, WA, 99320 Applicant: Nolan Mulvaney Agency File Number: 20260206 Project Description: Applicant is requesting a Conditional Use Permit to locate a Martial Arts Studio in an existing building located in an industrial zone. BCMC 20.36.030 (G) allows a conditional use permit for "similar and compatible uses" as determined by the Planning Commission. Location: The site is approximately .58 Acre in size located on the north side of the 1500 block of Dale Avenue having a common address of 1560 Dale Ave. Parcel # 113964020013003 Determination of Complete Application: This application was determined complete on June 3, 2026. The decision on this application will be made within one-hundred twenty days of the determination of complete application. Approvals, Actions, and Required Studies: Application, SEPA Checklist Environmental Review: Benton City is the lead agency for this proposal under the State Environmental Policy Act (SEPA). The City has reviewed the proposal for probable adverse environmental impacts and is issuing a Determination of Non-Significance (DNS). The process in WAC 197-11-340/350 is being used. The comment period shall begin June 4, 2026 and comments regarding the environmental impacts must be received by 4:00 PM June 19, 2026. A copy of the determination will be sent to those who comment or may be obtained upon request. The determination will have specific appeal information.
