SEPA Comment Period Deadline: June 17, 2026
Proposal: On May 27, 2026, Shawn Jurisch, representing Visconsi Companies, LTD., submitted a SEPA Environmental Checklist (SEPA2026-011) and an application for Site Plan Review (SPR2026-001) pursuant to PMC 25.97.110 for development of Parcel No. 115210304, commonly referred to as Broadmoor Lot 10. The parcel was previously identified as Lot 10 of an exempt plat recorded under AFN 1956316. Subsequent approval of a boundary line adjustment reduced the size of the parcel, and a vacation of a portion of Harris Road altered the overall site configuration.
The proposal consists of development of an approximately 16.28-acre commercial center to be constructed in multiple phases. Phase I is anticipated to begin in summer 2026 and will include mass grading, installation of public and private utilities, construction of internal roadways and drive aisles, stormwater facilities, parking areas, pedestrian connections, landscaping, and related site infrastructure necessary to support future development.
Future phases are expected to include construction of commercial buildings and associated site improvements as tenants are secured and final building designs are completed. The preliminary site plan identifies nine commercial lots and includes a proposed grocery store of approximately 63,000 square feet, a 124-room hotel of approximately 52,000 square feet, a convenience store of approximately 3,000 square feet with a fuel canopy and six multi-product fuel dispensers, a 3,600-square-foot car wash, a 5,400-square-foot quick-service restaurant, a 3,000-square-foot coffee shop, and multiple restaurant buildings totaling approximately 12,700 square feet.
The proposal includes grading activities necessary to accommodate future buildings, parking areas, roadways, and utility infrastructure. Material quantities have not been finalized; however, no significant import or export of earth materials is anticipated at this time. Grading and associated site improvements may occur in phases to support the timing and needs of future development.
Based on the scope and scale of the proposed development, the project exceeds the SEPA exemption thresholds established in PMC 23.15.025(2)(d) and (e) and WAC 197-11-800(2)(h). The proposal therefore requires environmental review in accordance with the State Environmental Policy Act and all applicable provisions of the Pasco Municipal Code.
Public Comment Period: Written comments must be submitted to the Community Development Department by 5:00 p.m. on June 17, 2026. Only comments received by the referenced date will be included in the SEPA record. Open Record Hearing: No public hearing is required for either the SEPA review or the Site Plan Review application. The SEPA threshold determination will be issued administratively by the City's SEPA Responsible Official. The Site Plan Review decision will likewise be issued through an administrative process by the City Planner in accordance with the provisions of the Pasco Municipal Code.
Determination of Completeness: The applications have been declared complete for the purpose of processing.
Environmental Documents and/or Studies Applicable to this Application: SEPA Environmental Review File No. SEPA2026-011 has been assigned to this proposal. The SEPA comment period will end June 17, 2026. It is probable that a Determination of Non-Significance or Mitigated Determination of Non-Significance will be issued for this proposal (WAC 197.11.355 optional DNS process). This may be the only opportunity to comment on the environmental impacts of the proposal prior to issuance of the threshold determination or to appeal any SEPA-related decision.
Preliminary Determination of Regulations Used for Project Mitigation: To evaluate the impacts of the proposed project, the following may be used for mitigation, consistency, and the development of findings and conclusions:
Title 12 (Streets and Sidewalks), Title 16 (Buildings and Construction), Title 21 (Subdivision), Title 25 (Zoning), Title 28 (Critical Areas) regulations of the Pasco Municipal Code, and the land use policies contained in the Pasco Comprehensive Plan;
Regulations of the Washington State Department of Fish and Wildlife, Washington State Department of Ecology, Washington State Department of Natural Resources and Washington State Department of Archaeology and Historic Preservation;
Other required agency evaluations, approvals, permits, and mitigations as necessary.
Estimated Date of the Decision: A DNS or MDNS threshold determination is anticipated to be issued following the close of the comment period on June 17, 2026.

Appeals must be submitted within 14 days of issuance of the threshold determination. The appeal must be in writing, include a concise statement identifying the matter being appealed, and provide the basic rationale for the appeal. A filing fee is required in accordance with the City's Fee Resolution.
Please note: Failure to file a timely and complete appeal shall constitute a waiver of all rights to an administrative appeal under City Code.
