NOTICE OF APPLICATIONS FOR CHANGE/TRANSFER OF WATER RIGHTS
UNDER SEVEN (7) GROUNDWATER PERMITS
TAKE NOTICE:
That the City of Pasco, WA, has made application for change/transfer of water rights under applications CG3-20245@5, CG3-20247@4, CG3-22491@2, CG3-22499@4, CG3-23867@2, CG3-24546@9, and CG3-25175@3, in order to change the purpose, season, and place of use, as well as add points of withdrawal.
That Superseding Groundwater Permit No. G3-20245P authorizes the withdrawal of 5,200 gallons per minute, 2,101.6 acre-feet per year, from 2/1 to 10/31 of each year, for the irrigation of 520 acres. That the authorized points of withdrawal are from three wells located within Wells 1) and 2) SW1/4 of Section 3 and Well 3) NW1/4NW1/4 of Section 11, all in T. 9 N., R. 30 E.W.M. That the authorized place of use is located within all of Section 3, T. 9 N., R. 30 E.W.M., less right of way.
That Superseding Groundwater Permit No. G3-20247P authorizes the withdrawal of 5,200 gallons per minute, 2,101.6 acre-feet per year, from 2/1 to 10/31 of each year, for the irrigation of 520 acres. That the authorized points of withdrawal are from four wells located within the NE1/4, NW1/4, SW1/4 and SE1/4 of Section 11, T. 9 N., R. 30 E.W.M. That the authorized place of use is located within all of Section 11, T. 9 N., R. 30 E.W.M.
That Superseding Groundwater Permit No. G3-22491P authorizes the withdrawal of 2,160 gallons per minute, 1,037 acre-feet per year, for the seasonal irrigation of 223 acres. That the authorized points of withdrawal are from three wells located within Wells 1 and 2) NW1/4SW1/4NE1/4 and Well 3) SW1/4SW1/4NE1/4 all within Section 2, T. 9 N., R. 30 E.W.M. That the authorized place of use is located within the NW1/4 and W1/2NE1/4 of Section 2, T. 9 N., R. 30 E.W.M.
That Superseding Groundwater Permit No. G3-22499P authorizes the withdrawal of 1,440 gallons per minute, 744 acre-feet per year, for the seasonal irrigation of 160 acres. That the authorized points of withdrawal are from three wells located within Wells 1 and 2) NW1/4SW1/4NE1/4 and Well 3) SW1/4SW1/4NE1/4 all within Section 2, T. 9 N., R. 30 E.W.M. That the authorized place of use is located within the SW1/4 of Section 34, T. 10 N., R. 30 E.W.M.
That Superseding Groundwater Permit No. G3-23867P authorizes the withdrawal of 2,400 gallons per minute, 1,116 acre-feet per year, for seasonal irrigation of 240 acres. That the authorized points of withdrawal are from three wells located within Wells 1 and 2) NW1/4SW1/4 NE1/4 and Well 3) SW1/4SW1/4NE1/4 all within Section 2, T. 9 N., R. 30 E.W.M. That the authorized place of use is located within the SW1/4 and the E1/2NE1/4 of Section 2, T. 9 N., R. 30 E.W.M.
That Superseding Groundwater Permit No. G3-24546P authorizes the withdrawal of 1,200 gallons per minute, 609.6 acre-feet per year, for the seasonal irrigation of 118 acres. That the authorized points of withdrawal are from three wells located within Well 1) W1/2NW1/4NW1/4; Well 2) SW1/4SW1/4NW1/4 of Section 12 and Well 3) SW1/4NE1/4NE1/4 of Section 11 all within T. 9 N., R. 30 E.W.M. That the authorized place of use is located within the NW1/4 of Section 12, T. 9 N., R. 30 E.W.M., EXCEPT that portion of the United States by deed.
That Superseding Groundwater Permit No. G3-25175P authorizes the withdrawal of 1,200 gallons per minute, 520 acre-feet per year, from 1/1 to 12/31 of each year, for the irrigation of 130 acres. That the authorized point of withdrawal is from one well located within the NW1/4SW1/4SW1/4 of Section 3, T. 9 N., R. 30 E.W.M. That the authorized place of use is located within the SE1/4 of Section 34, T. 10 N., R. 30 E.W.M.
That the City of Pasco proposes to consolidate the points of withdrawal, remove three points of withdrawal that are no longer in use, and add five points so that all water rights authorize 16 wells within the following locations: One well located within the SW 1/4 and one well located within the NW1/4SW1/4SW1/4 of Section 3; One well located within the NW 1/4 NW 1/4, one well located within the NW 1/4, one well located within the NE 1/4, one well located with the NE1/4NE1/4, one well located within the SE 1/4, and one well located within the SW 1/4 of Section 11; and two wells located within the NW1/4SW1/4NE1/4 and one well located in the SW1/4SW1/4NE1/4 of Section 2, ALL within T. 9 N. R. 30 E.W.M. And one well located within the SE1/4SE1/4 of Section 3; one well located within the NW1/4NW1/4, one well located within the SW1/4NW1/4, and one well located within the NE1/4SW1/4 of Section 11; and one well located within the N1/2NW1/4 of Section 14, ALL within T. 9 N., R. 29 E., W.M.
That they propose to change the place of use to all areas served by the City of Pasco as defined by their Comprehensive Water System Plan. And all areas within the City's land treatment system as described by the current Process Water Reuse Facility engineering report, being within Sections 2, 3, 4, 9, 11, 12, and 14 of T. 9 N., R. 30 E.W.M, and Sections 20, 21, 27, 28, 32, 33, and 34 T. 10 N., R. 30 E.W.M. All within Franklin County, Washington.
That they propose to change the purpose of use to municipal use.
That they propose to change the period of use to 1/1 – 12/31 for all applications except CG3-25175@3, as the underlying permit for this application already has a year-round period of use.
Protests or objections to approval of this application must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Department of Ecology, at the address shown below, within thirty (30) days from Wednesday, June 10, 2026
