PLEASE TAKE NOTICE: The City of Pasco is considering a proposed amendment to the Pasco Municipal Code. The Pasco City Council will hold a second open record public hearing to receive public comment on July 6, 2026, at 7:00 p.m. in the Council Chambers at Pasco City Hall, located at 525 N. 3rd Avenue, Pasco, Washington. Public access to the building is available through the east and south entrances. Following the public hearing, the City Council may consider adoption of the proposed amendment by ordinance. Proposed Code Amendment: CA2026-002 – Essential Public Facilities (LRA Housing & SCTF) Code Amendment: The City Council will consider a proposed amendment to the Pasco Municipal Code to adopt a new chapter addressing essential public facilities. The City of Pasco is proposing to adopt Chapter 25.157 (Essential Public Facilities) to establish regulatory standards and review procedures for the siting of such facilities, including Secure Community Transition Facilities (SCTFs) and Less Restrictive Alternative (LRA) housing. This proposal is intended to ensure compliance with the Washington State Growth Management Act and applicable provisions of the Revised Code of Washington. The proposed chapter defines essential public facilities, establishes applicability criteria, and outlines a review process requiring a conditional use permit, public involvement, and evaluation of potential impacts on surrounding properties, public services, and the environment. The chapter also includes specific standards for SCTFs, including coordination with the Washington State Department of Social and Health Services, demonstration of compliance with state requirements, and implementation of mitigation measures related to public safety, compatibility with surrounding uses, and proximity to higher-risk activities. The proposal includes decision criteria to ensure facilities are sited in a manner that protects public health, safety, and welfare, and is consistent with the City of Pasco Comprehensive Plan. A Determination of Nonsignificance (DNS) under the State Environmental Policy Act (SEPA) was issued for the proposal on May 14, 2026. Verbal comments: Members of the public may provide comments during the City Council meeting. Verbal comments may also be submitted virtually by filling out a form on the City's website: www.pasco-wa.gov/publiccomment. Requests to comment remotely must be received by 4:00 p.m. on July 6, 2026. Estimated Date of the Decision: The City Council is anticipated to take action on the proposed code amendment following the public hearing scheduled for July 6, 2026.
