Notice of Opportunity for Additional Public Comment Certificate of Need Application Applicant: Prosser Public Hospital District dba Prosser Memorial Health Description of Proposal: Prosser Public Hospital District dba Prosser Memorial Health (PMH) was issued Certificate of Need #1943 on September 19, 2022. The certificate approved the relocation of the hospital to 200 Prosser Health Drive in Benton County. On October 20, 2025, PMH submitted an amendment application due to cost overruns with the approved project. The estimated capital expenditure associated with the amended Certificate of Need application is $97,852,200. Public Hearing: No public hearing will be conducted. Public Comment Period: The Certificate of Need Program has declared a pivotal unresolved issue (PUI) on the application submitted by Prosser Public Hospital District dba Prosser Memorial Health. This allows the Certificate of Need Program to reopen the record so it can obtain additional information before making its decision. The program requests that Prosser Memorial Health provide documentation in response to the department's PUI letter dated May 26, 2026. Prosser Memorial Health will submit this information by Thursday, June 25, 2026. The public has an opportunity to comment on the requested document and information.
