SEPA Comment Period Deadline: June 3, 2026
Proposal: On April 22, 2026, Tyler Duncan with AHBL, Inc. submitted a Binding Site Plan application (BSP2026-001), and Bob Tippett with Tippett Company submitted an associated SEPA checklist (SEPA2026-009), for development involving Parcel No. 113130425, identified as Lot 5 within the proposed Binding Site Plan. The proposal also affects Parcel No. 113130422, which is anticipated to contain a future public road connection.
Although the Binding Site Plan itself is categorically exempt from SEPA pursuant to WAC 197-11-800(6)(d), the associated development proposal is subject to environmental review due to exceeding the exemption thresholds established under PMC 23.15.025(2)(d) and (f). The SEPA proposal includes site grading; construction of a public road with a cul-de-sac turnaround; extension of public utilities and services; construction of a water main loop with fire hydrants; installation of gravel pads and paved private access roads for outdoor storage areas associated with mobile buildings; and construction of a 200-foot by 200-foot pre-engineered metal building containing office and work areas for maintenance of mobile buildings.
The overall project area is approximately 60.66 acres. The parcel proposed for right-of-way dedication currently consists of approximately 5.51 acres and is anticipated to be reduced to approximately 4.16 acres following dedication. While the SEPA checklist references five parcels, only one parcel is proposed for development at this time, with two parcels directly affected by the proposal. Future development of the remaining parcels will be subject to separate SEPA review at the time development is proposed.
The site is zoned I-1 (Light Industrial) and is located east of North Capitol Avenue, across from the new delivery station and Reser's facility. The proposal is subject to applicable provisions of the Pasco Municipal Code.
Public Comment Period: Written comments must be submitted to the Community Development Department by 5:00 p.m. on June 3, 2026. Only comments received by the referenced date will be included in the SEPA record. Open Record Hearing: No public hearing is required for either the SEPA review or the Binding Site Plan application. The SEPA determination will be issued administratively by the City's SEPA Responsible Official, and the Binding Site Plan decision will be issued administratively by the City Planner in accordance with the Pasco Municipal Code.
Determination of Completeness: The applications have been declared complete for the purpose of processing.
Environmental Documents and/or Studies Applicable to this Application: SEPA Environmental Review File No. SEPA2026-009 has been assigned to this proposal. The SEPA comment period will end June 3, 2026. It is probable that a Determination of Non-Significance or Mitigated Determination of Non-Significance will be issued for this proposal (WAC 197.11.355 optional DNS process). This may be the only opportunity to comment on the environmental impacts of the proposal prior to issuance of the threshold determination or to appeal any SEPA-related decision.
Preliminary Determination of Regulations Used for Non-Project Mitigation: To evaluate the impacts of the proposed project, the following may be used for mitigation, consistency, and the development of findings and conclusions:
Title 12 (Streets and Sidewalks), Title 16 (Buildings and Construction), Title 21 (Subdivision), Title 25 (Zoning), Title 28 (Critical Areas) regulations of the Pasco Municipal Code, and the land use policies contained in the Pasco Comprehensive Plan;
Regulations of the Washington State Department of Fish and Wildlife, Washington State Department of Ecology, Washington State Department of Natural Resources and Washington State Department of Archaeology and Historic Preservation;
Other required agency evaluations, approvals, permits, and mitigations as necessary.
Estimated Date of the Decision: A DNS or MDNS threshold determination is anticipated to be issued following the close of the comment period on June 3, 2026.

Appeals must be submitted within 14 days of issuance of the threshold determination. The appeal must be in writing, include a concise statement identifying the matter being appealed, and provide the basic rationale for the appeal. A filing fee is required in accordance with the City's Fee Resolution.
Please note: Failure to file a timely and complete appeal shall constitute a waiver of all rights to an administrative appeal under City Code.
