NOTICE: ANNOUNCEMENT OF AVAILABILITY OF APPLICATION Permit No.: ST0501339 Applicant: Royal Pack Facility: 21981 North Glade Road, Mesa, WA 99343 Royal Pack has applied for a State Waste Discharge Permit (SWDP) in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-216 Washington Administrative Code (WAC). Ecology accepted the application as complete on April 29, 2026. Royal Pack owns and operates a beef cattle processing and meat production facility that discharges wastewater into two lined evaporation and storage lagoons. If the lagoons near max capacity, excess wastewater can be land applied with spray irrigation at the site or trucked to separate permitted locations for land application. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. The Department of Ecology is proposing to issue the permit and is hereby issuing public notice of its intent.
