Comment Period Deadline: Right-of-Way Vacation: May 4, 2026 Proposal: City staff has submitted a request for City Council to vacate a portion of existing right-of-way (VAC2026-001). The subject right-of-way was originally part of agreements executed in 1980 between the Washington State Department of Transportation (WSDOT) and Franklin County related to construction of State Route 182, including the roadway known as the "CC Line" and an associated pedestrian and bicycle trail. Following completion of construction, jurisdiction and maintenance responsibilities were transferred back to the County. The area was subsequently annexed by the City of Pasco on January 5, 1981, through Ordinance No. 2388. A petition for vacation has been submitted by the adjoining property owner, Broadmoor Properties, LLC, and meets the ownership requirements of PMC 12.40.020(2), as the right-of-way is primarily associated with a single parcel. The proposed vacation is associated with the Harris Road/Road 103 realignment project, as approved by City Council under Resolution No. 4608, and this segment of right-of-way is no longer necessary for public use due to the revised roadway alignment. Existing City utilities are located within and adjacent to the right-of-way, including an irrigation line and a water line. The City intends to retain easements for these facilities in accordance with PMC 12.40.080. The petition includes the required materials and will be reviewed in accordance with the applicable procedures and criteria of the Pasco Municipal Code. Location Description: That portion of Harris Road right-of-way located south of Sandifur Parkway, west of Broadmoor Boulevard, north of the Interstate 182/Broadmoor Boulevard westbound ramp, and east of the future Road 103 alignment within the Broadmoor area, comprising approximately 148,510 square feet (3.41 acres). Public Comment Period: Written comments regarding the proposal may be submitted to the Community Development Department by email at barragani@pasco-wa.gov, by mail to 525 N 3rd Ave, Pasco, WA 99301, or in person at City Hall, beginning April 13, 2026, through April 30, 2026, at 5:00 PM. All written comments received during this period will be included in the City Council's meeting packet. Verbal comments: Members of the public may also provide comments during the City Council meeting as advertised below. Open Record Hearing: The City Council will conduct an open record hearing at 7:00 p.m. on Monday, May 4, 2026, in the Council Chambers in Pasco City Hall at 525 N 3rd Avenue in Pasco, Washington. The City Council will consider public testimony concerning the above application at this meeting. Individuals may also provide verbal comment virtually regarding this item by filling out a form via the City's website (www.pasco-wa.gov/publiccomment) to obtain access information to comment. Requests to comment remotely, at the May 4th City Council Meeting must be received by 4:00 p.m. on the day of the meeting.
