NOTICE OF COMPLETE APPLICATION Rezone from R-2 to R3 Lot 9 - 7th Street Date: April 6, 2026 Lead agency: Benton City 1009 Dale Ave. Suite A, Benton City, WA, 99320 Agency File Number: 20260077 Project Description: Applicant is proposing a rezone of 3.83 acres of land from R2 to R3 zoning. The parcel is lot 9 of Short Plat # 3868 Location: The site is located on E 7th Street North of Horne Drive and South of Hope Lane. Parcel # 118972030014001 (may be changed due to short plat) Determination of Complete Application: This application was determined complete on April 6, 2026. The decision on this application will be made within one-hundred twenty days of the determination of complete application. Approvals, Actions, and Required Studies: SEPA Checklist Environmental Review: Benton City is the lead agency for this proposal under the State Environmental Policy Act (SEPA). The City has reviewed the proposal for probable adverse environmental impacts and is anticipating issuing a Mitigated Determination of Non-Significance (MDNS). The process in WAC 197-11-340/350 is being used. The comment period shall begin April 8, 2026 and comments must be received by 4:00 PM April 24, 2026. A copy of the determination will be sent to those who comment or may be obtained upon request. The determination will have specific appeal information. Proposed Mitigation Measures: At the time of development, Developer shall make half street improvements to include utilities, curb, gutter, sidewalk, street lights, storm water, and widening, if those improvements have not already been completed. Utilities must be installed to serve the site prior to issuance of a Certificate of Occupancy. Utilities may include extension and dedication of mainlines as required by the City. Request for Written Comments on the Proposal: Written comments concerning the proposed project will be accepted until the Close of the Public Hearing scheduled before the Planning Commission April 28, 2026 at 6:00 PM.
