FRANKLIN PUD NOTICE OF REQUEST FOR PROPOSAL 10673 Substation Expansion Design Public Utility District No. 1 of Franklin County (the District) is seeking proposals from interested parties for engineering services to prepare a physical design for the expansion of Bay 2 at the District's Taylor Flats Substation, which is located within Pasco, Washington. Proposals must be in writing and address each of the elements outlined in the Request for Proposal No. 10673 (RFP). Submittals should be mailed to P.O. Box 2407, Pasco, Washington 99302-2407 or emailed to purchasing@franklinpud.com by Tuesday, April 14, 2026 at 3:00 p.m. Pacific Time. Proposals received after that date shall be considered subject to the acceptance of a prior received proposal. Faxed submissions will not be accepted. This Request for Proposal is in conformity with RCW. 54.04.070 and 54.04.080 and such statutes are incorporated into this Request for Proposals. The District reserves the right to reject any and all proposals or to waive any irregularity. The terms of any final contract will be established by negotiation. The District reserves the right to terminate negotiations for any reason.
