Irrigation System Expansion

The City of Pasco, Washington, is inviting and requesting bid proposals for the Irrigation System Expansion project. The City of Pasco Irrigation System Expansion project includes construction of a new irrigation booster pump station to supply the City's High Zone and Low Zone irrigation systems. A 30-inch diameter suction pipeline will be installed within the U.S. Bureau of Reclamation (USBR) right-of-way, adjacent to the South Columbia Basin Irrigation District (SCBID) PP6.0 Canal, to convey irrigation water from the south end of the canal to the pump station. From the pump station, a 24-inch diameter irrigation main will extend to the east side of Broadmoor Boulevard to serve the City's future High Zone development. A combination of 12-inch, 16-inch, and 24-inch diameter irrigation main will extend south along the east side of Broadmoor Boulevard to supplement the City's existing Low Zone irrigation system. The booster pump station will initially include two (2) – five (5) Cubic Feet per-Second (cfs) Vertical Turbine Pumps (VTPs) and two 2.5-cfs VTPs, with provisions for installation of two additional 5-cfs VTPs in the future. Structural improvements include construction of an approximately 1,800-square-foot concrete masonry unit (CMU) pump station building with sound attenuation features and a 2-ton bridge crane, along with an eight (8) foot-tall CMU perimeter wall surrounding the site. Electrical improvements include site lighting, a motor control center with Variable Frequency Drives (VFDs), a permanent standby generator, and an Automatic Transfer Switch (ATS).
The Engineers Estimate range for this project is: $7,200,000.00 – $7,900,000.00 (including applicable sales tax). There are three-hundred & twelve (312) Working Days for this project from Notice to Proceed (NTP) to Substantial Completion.
Bidders may obtain bid documents, including plans and specifications, at the City of Pasco's Plan Room, beginning Sunday, March 29, 2026. Bidders may obtain digital files at no cost. Printed documents are available, at bidders' expense, by choosing the "Order" option.

Bids shall be submitted electronically via City of Pasco's Plan Room and shall be accepted up to 2:00 PM PDT on Tuesday, April 21, 2026. The Contractor will not be charged a fee to submit a bid.
Bids will be publicly opened and read aloud in the City of Pasco Council Chambers at 2:00 PM PDT on Tuesday, April 21, 2026. Additionally, the City will hold the Bid Opening via Microsoft Teams. All bids must be accompanied by a "Good Faith Token" in the form of a Certified Check, Cashier's Check, or Bid Bond in the amount of not less than 5 percent (5%) of the total bid.

Bids will only be accepted from Contractors who are eligible to perform services as governed by PMC 14.15 and who are listed on Abadan's City of Pasco Plan Room Plan Holders list for this project. Upon award, Contractor (and subcontractors) shall have a current City of Pasco Business License.
The City of Pasco has scheduled a non-mandatory pre-bid walkthrough at 10:00 AM PDT on Wednesday, April 8, 2026, at the project site. Access to the site for this pre-bid walkthrough is via a dirt/gravel road west of Broadmoor Blvd approximately two-hundred & fifty (250) feet north of the intersection with Kokanee Drive. This access is shown as the stabilized construction entrance on DWG No. C01 (sheet 5) of the plans. No site access during bidding shall take place via Iris Lane.
The City of Pasco, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The City reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved make the award to best serve the interests of the City of Pasco.
