Attention Bidders
You are invited to submit a Proposal for Part I, Ammunition, and/or Part II, Tactical
Gear/Security Clothing, in accordance with the requirements specified herein for the following
Utilities Service Alliance (USA) participants:
• American Electric Power (DC Cook)
• DTE Electric Company (Fermi 2)
• Energy Northwest (Columbia Station)
• Korea Hydro and Nuclear Power (KHNP)
• Nebraska Public Power District (Cooper Nuclear Station)
• Palisades Nuclear Power Plant
• STPNOC (South Texas Project)
• Talen Energy (Susquehanna)
• Urenco USA (UUSA)
• Vistra Corp. (Beaver Valley, Comanche Peak, Davis-Besse and Perry)
• Xcel Energy (Monticello & Prairie Island)
hereinafter referred to as Participating Companies. Each Participating Company has the option
to decline participation in any agreement(s) resulting from this proposal. USA reserves the right
to expand the list of participants after implementation of the agreement.
All USA members named above will be invited to participate in the data collection, evaluation,
negotiation, and supplier selection phases. There may be limiting circumstances for some of the
members such as cancellation charges or service requirements that will preclude them from
participating initially in the master Agreement.
Based on the results of the evaluation, the highest rated bidder(s) may be invited to make
presentations to the USA Participant Team. The Team will then negotiate one or more
agreements with the most qualified bidder(s) with the objective of finalizing an agreement(s)
satisfactory to USA and its Participating Companies as well as to the selected bidder(s).
USA believes the total cost of an alliance agreement will be significantly less than the sum total
of the costs of individual site contracts. The cumulative costs are expected to be less due to
measurable duplications/similarities, service acquisition advantages, efficiencies in contract
implementation, reporting, etc. Proposals should address the cost advantages of an alliance
agreement and consider the possibility of one or more sites not participating.

PROPOSAL DUE DATE: Tuesday, April 28, 2026
Proposals received after the published due date may be considered non-responsive and
disqualified. Proposals for this project shall be submitted electronically.
Indicate your company's intent to provide a proposal for this project via e-mail within three (3) business days from the date of this letter.
