NOTICE OF COMPLETE APPLICATION Carol Estates 46 Lot Subdivision Date: March 2, 2026 Lead agency: Benton City 1009 Dale Ave. Suite A, Benton City, WA, 99320 Agency File Number: 20250356 Project Description: Carol Estates is a 12.41 Acre Preliminary Plat. The project proposes creating residential parcels, totaling 46 lots. Construction will be broken into 2-phases. Improvements associated with the subdivision include mass grading, public roads, public water, public sewer, public irrigation and the extension of communication and power facilities. Developer will be required to make half street improvements to Carol Street abutting the proposed parcel for development. Location: The site is located at 400 Carol Ave; City of Benton City Parcel #118974013778003 according to the City of Benton City GIS Map. Determination of Complete Application: This application was determined complete for processing on March 2, 2026. The decision on this application will be made within one-hundred twenty days of the determination of complete application. Approvals, Actions, and Required Studies: SEPA Checklist, Traffic Analysis, Wetland Mitigation Plan. Environmental Review: Benton City is the lead agency for this proposal under the State Environmental Policy Act (SEPA). The City has reviewed the proposal for probable adverse environmental impacts and is issuing a Mitigated Determination of Non-Significance (MDNS). The process in WAC 197-11-350 is being used. The comment period shall begin March 4, 2026 and comments must be received by 4:00 PM March 19, 2026. The determination will have specific appeal information. Request for Written Comments on the Proposal: Written comments concerning the proposed project will be accepted until the Close of the Public Hearing scheduled before the Planning Commission March 24, 2026 at 6:00 P.M.
