BENTON COUNTY NOTICE TO CONSULTANTS FOR
OAK ST. CID BRIDGE REPLACEMENT PROJECT
The COUNTY OF BENTON solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately nine months in duration with the option for the County of Benton to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The County of Benton reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of preparing Plans, Specifications and Estimate for the replacement of a bridge on Oak Street at the Columbia Irrigation District (C.I.D.) Canal Crossing., located south of the Bowles Road intersection at milepost 1.10. The proposed improvements include the removal/demolition of the existing bridge, the design of a substructure, superstructure, deck and bridge rail system, including approach guardrail as needed., evaluation and potential upgrades to bridge approaches, and load ratings for the new bridge upon completion of construction of the improvements. Oak Street is the only means of public ingress and egress to an area consisting of approximately 260 homes along with several small farms and commercial orchard operations. The road must be closed for as short of duration as possible. Use of rapid installation bridge systems, such as the Inquick modular bridge solution, are highly encouraged. The consultant will also be responsible for the design of a suitable detour route to allow public access while the bridge is out of service.
The major features of the project are as follows:
Site assessment of the existing crossing condition, providing effective replacement recommendations.
Geotechnical Investigation and assessment,
Traffic Control and Detour plan preparation utilizing existing County right of way that will need improved to meet detour needs,
Design of a new guardrail system for new bridge and approaches, meeting WSDOT Design Standards and be Crash Tested/M.A.S.H. compliant,
Environmental documentation and preparation of permit applications,
Preparing required WSDOT documentation and coordination with Local Programs,
Preparing Plans Specifications and Estimate,
Load ratings to meet state and FHWA standards,
If necessary, Acquisition of Right of Way using WSDOT guidelines including but not limited to appraisals, acquisition/negotiations, legal descriptions, condemnation, relocation assistance and access management,
Review of any required shop drawings and construction assistance.
Includes all work, incidentals, or appurtenances, whether explicitly mentioned or not, that are customary, necessary, or reasonable to deliver a fully functional bridge in strict compliance with the 2026 WSDOT Standard Specifications for Road, Bridge, and Municipal Construction, the WSDOT Bridge Design Manual, and all other applicable regulations, to fulfill the project obligation by September 2026.
The County of Benton reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s).
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan)
Submittal
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project. Please submit your Statement of Qualifications to electronically to procurement@co.benton.wa.us Attn: Danica Hope no later than 11:00 a.m. on Thursday, March 26, 2026. The complete RFQ may be obtained via the County website - https://www.bentoncountywa.gov/. It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the County website.
