BEN FRANKLIN TRANSIT REQUEST FOR PROPOSALS ON-CALL TEMPORARY STAFFING AND RECRUITEMENT SERVICES RFP 26-01 Ben Franklin Transit, (hereinafter referred to as BFT), a municipal corporation of the State of Washington, located at 1000 Columbia Park Trail, Richland, WA 99352 is soliciting proposals from qualified firms interested in providing temporary staffing and recruitment services to BFT. Proposals are due no later than February 19, 2026, by 2:00 p.m. (PST). Interested firms shall create a FREE account with OpenGov by signing up at https://secure.procurenow.com/signup. Contractors will have access to download the solicitation documents and submit proposals electronically. To submit a proposal, go to: https://secure.procurenow.com/portal/bft, click on "Submit Response", and follow the instructions to submit the electronic proposal. All questions regarding the RFP can be directed to: Johnabeth Sealy, Contract Specialist, (509) 734-5236, email: jsealy@bft.org. A non-mandatory virtual pre-proposal conference will be held on February 4, 2026, at 11:00 a.m. (PST). Find link on OpenGov document or email jsealy@bft.org for link to the call. BFT affirmatively ensures that Disadvantaged and Women-owned Business Enterprises (W/DBE'S) will be afforded full opportunity to submit bids in response to this request and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. WISHA and OSHA Regulations The Contractor agrees to abide by all laws, rules and regulations promulgated by the United States of America, the State of Washington, or any agencies or subdivisions thereof, specifically including WISHA and OSHA regulations currently in effect at the time of the RFP due date and during the agreement term. Protest Procedure Policy BFT's protest procedure policy can be obtained by contacting BFT's Contract Specialist at the above email address or phone number. Contractors who can demonstrate substantial economic interest may protest BFT's decision regarding a provision of the RFP or contract award. Contractors will be required to follow all Federal, State, and Local rules and regulations. BFT reserves the right to reject any or all proposals and to waive informalities and minor irregularities in offers received.
