Comment Period Deadline: Right-of-Way Vacation: February 17, 2026 Proposal: City staff has submitted a request for City Council to vacate a portion existing right-of-way (VAC2025-003). The proposal requests the vacation of a segment of public right-of-way that was originally dedicated as part of the Tierra Vida – Phase One subdivision. Subsequent review determined that this segment and related planned street improvements were not feasible. While prior City action addressed the majority of the affected right-of-way, this specific portion was inadvertently omitted from the legal description and remains designated as right-of-way. The subject right-of-way is landlocked, no longer serves a public transportation purpose, and is proposed to be vacated to correct the prior omission. The petition has been submitted by the adjoining property owners, meets the ownership requirements of the Pasco Municipal Code, includes all required documentation, and is subject to the applicable procedures and criteria of the Code. Legal Description: THAT PORTION OF THAT 20.00' WIDE STRIP DEDICATED AS PUBLIC ROAD RIGHT OF WAY ON THE PLAT OF TIERRA VIDA, PHASE ONE, ACCORDING TO THE PLAT THEREOF RECORDED IN VOULME D OF PLATS, PAGE 317, RECORDS OF FRANKLINC COUNTY, WASHINGTON, SITUATE IN THE SOUTHWEST QUARTER OF SECTION 27, TOWNSHIP 9 NORTH, RANGE 30 EAST, WILLAMETTE MERIDIAN, CITY OF PASCO, FRANKLIN COUNTY, WASHINGTON. Comprising approximately 7,099 square feet (0.16 acres). Public Comment Period: Written comments regarding the proposal may be submitted to the Community Development Department by email at barragani@pasco-wa.gov, by mail to PO Box 293, Pasco, WA 99301, or in person at City Hall, beginning January 19, 2026, through February 12, 2026, at 5:00 PM. All written comments received during this period will be included in the City Council's meeting packet. Verbal comments: Members of the public may also provide comments during the City Council meeting as advertised below. Open Record Hearing: The City Council will conduct an open record hearing at 7:00 p.m. on Tuesday, February 17, 2026, in the Council Chambers in Pasco City Hall at 525 N 3rd Avenue in Pasco, Washington. The City Council will consider public testimony concerning the above application at this meeting. Individuals may also provide verbal comment virtually regarding this item by filling out a form via the City's website (www.pasco-wa.gov/publiccomment) to obtain access information to comment. Requests to comment remotely, at the February 17th City Council Meeting must be received by 4:00 p.m. on the day of the meeting.
