General Notice
The Port of Walla Walla (Owner) is requesting Bids for the construction of the following Project: Burbank Business Park Water Storage Improvements.
Bids for the construction of the Project will be received by the Owner, at the Port Administrative Offices located at 45 Terminal Loop Road, Suite 210, Walla Walla, Washington 99362, until Thursday,
February 12, 2026, at 2:00 p.m., local time. At that time the Bids received will be publicly opened and read.
The Work generally involves the construction of a new 500,000-gallon reservoir; improvements to the existing 298,000-gallon reservoir; installation of a high-flow pump and associated pipe, fittings, and valves; yard piping; backfilling of the existing Evaporation Pond No. 1; improvements to the existing infiltration swale; connection of the existing pressure tanks located at the pumphouse to the distribution system; electrical work; and controls and instrumentation work; together with all other Work required to complete the Project as shown on the Drawings and specified herein.
The Contractor will be subject to the Davis Bacon Wage Rates and Washington State Prevailing Wage Rates for Public Works Projects, EEO, Washington State Contracting Laws, etc. All Work performed on this Project will be subject to the higher of the prevailing state or federal wage rates.
This Project is being funded in part through the Washington State Drinking Water State Revolving Fund (DWSRF) program with federal funds from the U.S. Environmental Protection Agency. The successful bidder and all associated subcontractors must meet DWSRF requirements or provisions and be licensed to conduct business in Washington State.

The Bidding Documents will be available for download after January 15, 2026. No paper sets will be provided for bidding purposes.
Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Pre-bid Conference
A pre-bid conference for the Project will be held on February 3, 2026, at 2:00 p.m., at Burbank Water System located at 366 Fifth Avenue, Burbank, Washington, 99323. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Borrower retains the right to reject any and all Bids.
Domestic Preference
This project is subject to the Build America, Buy America Act requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
