RICHLAND PUBLIC FACILITIES DISTRICT
REQUEST FOR PROFESSIONAL CONSULTING AND PROJECT DEVELOPMENT SERVICES FOR PLANNING PERFORMING ARTS FACILITIES IN COLUMBIA PARK WEST
The Richland Public Facilities District (RPFD) is seeking services on a time-and-materials basis to support the evaluation, planning, and advancement of performing arts and entertainment-related initiatives in the Richland portion of Columbia Park West.
Services being requested include, but are not limited to:
Strategic planning and project scoping for cultural and entertainment facilities
Feasibility analysis and business planning for venues such as the REACH Museum Amphitheater and a future performing arts center
Stakeholder and community engagement coordination
Support for design, budgeting, and funding strategy development
Preparation of written reports, presentations, and related deliverables as requested by the RPFD
The RPFD is also seeking support for engaging third-party architects, engineers, or design professionals, consistent with applicable public procurement and notice requirements. This support may include:
Recommending the scope and timing of work to be undertaken by third-party professionals
Reviewing third-party submittals to help ensure alignment with RPFD's goals
Engaging with appropriately contracted professionals to provide contextual expertise
Coordinating related work efforts and supporting overall project continuity
The initial services sought are for an amphitheater feasibility study, primarily focused on anticipated audience size and composition, as well as income streams and costs. This study is expected to be a foundation for subsequent work.
Proposals will be evaluated based on proposed costs, timelines and the expertise of the proposal team.
