Landscaping Services
RFP 25-22
Ben Franklin Transit (BFT), a municipal corporation of the State of Washington, is soliciting proposals from qualified contractors to provide comprehensive landscape maintenance services at BFT facilities in Benton and Franklin Counties. This procurement will be a Request for Proposal (RFP) in accordance with the specifications, terms, and conditions set forth in RFP 25-22.
Interested Contractors shall create a FREE account with OpenGov by signing up at https://secure.procurenow.com/signup. Once you have completed account registration, browse back to https://secure.procurenow.com/portal/bft, click on "Submit Response", and follow the instructions to submit the electronic bid.
Proposal Due Date: no later than January 22, 2026, by 2:00 PM (PST)
Pre-Proposal Meeting (Non-Mandatory): January 8, 2026, at 11:00 am (PST), 1000 Columbia Park Trail, Richland WA 99352, BFT Administration Building lobby (Safety vests required)
All questions and clarifications shall be submitted via BFT's Free e-Procurement Portal, by 5:00 PM (PST) on January 15, 2026. Contractors who choose not to use the e-Procurement Portal must email all questions or clarifications to the Contract Specialist.

The contractor agrees to abide by all laws, rules and regulations promulgated by the United States of America, the State of Washington, or any agencies or subdivisions thereof, specifically including WISHA and OSHA regulations currently in effect at time RFP due date and during the agreement term.
Protest Procedure Policy
BFT's protest procedure policy may be obtained by contacting BFT's Contract Specialist at the above address or phone number. Contractors demonstrating a substantial economic interest may protest BFT's decision regarding RFP provisions or award determinations.
BFT reserves the right to reject any or all proposals, waive informalities and minor irregularities in proposals received with any Contractor, and to accept proposals considered to be in the best interest of BFT.
Contractors will be required to comply with all applicable Federal, State, and Local laws and regulations.
