Open Record Hearing Date, Time, Location: The City of Pasco Hearing Examiner will conduct open record hearings at 6:00 p.m. on January 14, 2026, in the Council Chambers in Pasco City Hall at 525 N 3rd Avenue in Pasco, Washington (please use the east side Parking Lot Entrance). The Hearing Examiner will consider public testimony concerning the following applications at this hearing:
PP2024-003 Barker Heights: A public hearing will be held to consider the Preliminary Plat application for a subdivision of 215 lots within the R-3 (Medium Density Residential) zoning district. The development will include single-family detached and attached homes, with 125 lots proposed as attached homes and the remainder as detached homes. Construction is planned in five phases and will include subdivision improvements such as mass grading, public roads, water, sewer, irrigation, and the extension of communication and power infrastructure. The project also proposes the extension of existing City of Pasco public streets along the property frontage, including upgrades to Broadmoor Boulevard and the extension of Road 104 to connect with the Barker Ranch subdivision. Additionally, three public pedestrian pathways are planned in an east–west alignment to enhance walkability within three residential blocks. The development is located on Parcel No. 115181188 and a portion of the northern end of Parcel No. 115180055, which will require authorization from the Parcel No. 115180055 property owner to allow the extension of Danube Drive. SP2025-016 PSD Portable Classrooms: Applicant Amanda Whitehead, on behalf of the Pasco School District, has submitted a SEPA checklist and applied for a Special Use Permit (SP2025-016) for the placement of up to fourteen (14) new portable classrooms at 3 different school facilities. The project is located at the following locations: 1) Columbia River Elementary School is located at 9011 Burns Rd, (Parcel #115170073) Pasco, WA 99301.
2) Reynolds School is located at 9507 Burns Rd, (Parcel #115170071), Pasco, WA 99301.
3) Three Rivers Elementary School is located at 3901 Rd 84, (Parcel #117581012), Pasco, WA 99301. The proposal is subject to all applicable regulations contained in the Pasco Municipal Code. 509-543-5735 / bagleyj@pasco-wa.gov
SP2025-017 Pasco High Softball Field and Lighting: Raul Sital, on behalf of the Pasco School District, has submitted a SEPA checklist and Special Permit Application (SP2025-017) for the replacement and reorientation of the existing softball field, adding new sports oriented buildings, and adding field lighting. The project is located at 1108 N 10th Ave, Pasco, WA 99301, and is subject to the applicable regulations of the Pasco Municipal Code (Parcel #112140013), Pasco, WA 99301. Public Comment Period: Written comments must be submitted to the Community Development Department by 5:00 p.m. on January 14, 2026. Any interested party may submit written comments, attend the meeting to provide oral testimony, or request notification of the Hearing Examiner's decisions.

Estimated Date of Decision: Hearing Examiner will render a Decision on the Preliminary Plat application and Special Permit applications within ten (10) days of the public hearing.
