CITY OF PASCO – REQUEST FOR QUALIFICATIONS (RFQ) On-Call Transportation Engineering Services The City of Pasco (City), Washington, Community and Economic Development Department is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide On-Call Transportation Engineering Services for the City during the calendar years 2026-2028. It Is anticipated that at least two (2) Consultants will be selected for this Request for Qualifications (RFQ). This RFQ is intended to provide sufficient information for qualified Consultants to submit a written SOQ demonstrating recent experience in providing transportation engineering services for a municipality in the state of Washington The complete RFQ may be obtained at no charge via the City website – http://www.pasco-wa.gov/Bids.aspx. It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the City website. Responses shall be submitted electronically. One electronic copy, including attachments, shall be transmitted to Tyler Johnson at johnsont@pasco-wa.gov. Email Subject shall be: On-Call Transportation Engineering Services – SOQ with a maximum size of 20mb. The due date is Tuesday, January 13, 2026, no later than 11:00 AM PST. Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.9 the RFQ, no less than three (3) working days prior to the time that submittals are due. Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200. All federally-funded projects will be held to federal Equal Employment Opportunity (EEO) requirements. The City of Pasco is an equal opportunity and affirmative action employer. Those submitting Firms determined to be best qualified to undertake the services required under this Request for Qualifications (RFQ) may be invited to make a presentation to the City's interview team. The City reserves the right to reject any and all responses and to waive technicalities or irregularities, and after careful consideration of all submissions and factors involved make the award best serve the interests of the City of Pasco.
