Notice of Action Taken
Notice is given under SEPA, RCW 43.21C.080, that Walla Walla County (County) took the action described below on December 5, 2025.
Any action to set aside, enjoin, review, or otherwise challenge such action on the grounds of noncompliance with the provisions of chapter 43.21C RCW (State Environmental Policy Act) shall be commenced through appeal to the Walla Walla County Hearing Examiner on or before 5 PM on December 15, 2025. Appeal to the Hearing Examiner may be initiated by submitting an application for appeal to the Walla Walla County Community Development Department at planning@wwcowa.gov or 310 W. Poplar Street, Suite 200, Walla Walla, WA 99362 (WWCC 14.11.030). Any party with standing may appeal the final decision of the Hearing Examiner to court pursuant to WWCC 14.11 and RCW 36.70C.
Description of Agency Action: On December 5, 2025, the County issued a Critical Areas Permit, File No. CAP24-26, for the proposal described below. Written notice of this decision has been issued.
Description of Proposal: SkyNRG Americas, Inc. (SkyNRG) is proposing to construct a Sustainable Aviation Fuel (SAF) production facility (Project) on approximately 165 acres purchased from the Port of Walla Walla in their Wallula Gap Business Park. The project will convert gaseous feedstocks (primarily renewable natural gas) into SAF and renewable diesel using chemical processes. SAF is an approved fuel for the aerospace industry and can be mixed with any fossil jet fuel to reduce emissions.
Location of Proposal: The Project site is located in the southeast quarter of Township 7, Range 31, Section 2 within an area designated by Walla Walla County as the Attalia Industrial Urban Growth Area. The site is located on three parcels (31070234-0001, 31070243-0001, and 31070244-0001) northeast of U.S. Highway 12 and east of Sundance Road. The Project also includes a proposed rail spur that would be located in the southwest corner of the adjacent property to the north (parcel 31070211-0002).
Type of SEPA Environmental Review: The Washington State Department of Ecology (Ecology) is the SEPA lead agency. Ecology issued a Mitigated Determination of Nonsignificance on September 4, 2025.
