NOTICE OF SEPA DETERMINATION

Proponent: City of Richland, 625 Swift Blvd, Richland, WA 99352
Proposal: The City of Richland is proposing to adjust the boundaries of the
Urban Growth Area (UGA) during the City's Comprehensive Plan Periodic
Update. The City proposes the following:
• Removal of approximately 140 acres of undeveloped land owned by
Benton County, which is part of the Badger Mountain Centennial
Preserve, Assessor's parcel number (APN) 128984000000000 and
a portion of APN 128982000002002.
• Addition of approximately 190 acres of land in agricultural production
owned by Frank Tiegs LLC addressed as 12702 N Dallas Road, located
on the east side of Dallas Road, which is the westerly portion of
APN 129982012465001.
• Addition of approximately 213 acres of land east of I-82, west of
Southgate Way, and North of Reata Road, comprising the Harvest
Ridge Subdivision, APNs 105881010001000 and 105881010000001 -
105881010000042, and 45 acres of APN 105884020000053 owned
by the Kennewick School District.
Location of Proposal(s): This UGA amendment would affect the following locations within Benton County:
• Approximately 190 acres of APN 129982012465001 in the W 1/2 of
Section 29 Township (N Range 28 EWM, addressed as 12702 N Dallas Road.
• APN 128984000000000, approximately 97 acres, located in the S 1/2 of
SE 1/4 and the S 1/2 of the NW 1/4 of the SE 1/4 of Section 28 Township
9N Range 28 EWM.
• Approximately 43 acres of APN 128982000002002, located in the NE 1/4
of SE 1/4 and the S 1/2 of the SE 1/4 of the NE 1/4 of the of Section 28
Township 9N Range 28 EWM.
• 45 acres of APN 105884020000053 located in the NE¼ of SE 1/4 and
the S 1/2 of the SE 1/4 of the NE 1/4 of the of Section 28 Township 9N
Range 28 EWM.
• The Harvest Ridge Subdivision, approximately 168 acres, APNs
105881010001000 and 105881010000001 – 105881010000042,
located in N 1/2 of Section 5 Township 8N Range 28 EWM.
• Approximately 45 acres of the westerly portion of APN 105884020000053,
located in Section 5 Township 8N Range 28 EWM.
Determination: The City has reviewed the project for environmental impacts and has issued a determination of non-significance using the process outlined in WAC 197-11-340(2). This may be the only opportunity to comment on the environmental impacts of the proposal.
