SEPA Comment Period Deadlines: December 3, 2025
Proposal: Amanda Whitehead with Knutzen Engineering, on behalf of the Pasco School District, submitted a SEPA checklist specifically for Bid Alternate #2 associated with the proposed modernization of the Pasco High School A Wing Building.
Under the general proposal, the A Wing Building is planned to be completely modernized and provided with all new utility services so that it may remain operational while future modernization of the remainder of the high school occurs. The proposal also includes repaving the area within the fenced enclosure north of the A Wing, removal of the existing storage building within the fenced enclosure, and construction of a new storage building approximately 3,100 square feet in size (approximately 1,900 square feet enclosed).
Bid Alternate #2, which is the only portion of the project subject to SEPA review, includes the construction of a covered storage area along the entire north face of the A Wing, approximately 5,000 square feet in size.
The project site is located at the northeast portion of 1108 N. 10th Avenue (Parcel No. 112140013) in Pasco, WA 99301, and is subject to the applicable provisions of the Pasco Municipal Code.
Public Comment Period: Written comments must be submitted to the Community Development Department by 5:00 p.m. on
December 3, 2025. Only comments received by the referenced date will be included in the SEPA record. If you have questions on

Open Record Hearing: A public hearing is not required for the SEPA determination. The SEPA determination has been established administratively by the SEPA administrator.
Determination of Completeness: The checklist has been declared complete for the purpose of processing.
Environmental Documents and/or Studies Applicable to this Application: Environmental Determination No. SEPA2025-033 has been assigned to this proposal. The SEPA comment period will end December 3, 2025. A Determination of Non-Significance has been issued for this proposal under (WAC 197-11-340) (2). This may be the only opportunity to comment on the environmental impacts of the proposal or to appeal the State Environmental Policy Act related decision. A copy of the threshold determination and any other information concerning this action may be obtained by contacting the City of Pasco Planning Department.
Required Permits: A building permit will be required before any ground disturbing activities begin.
Preliminary Determination of Regulations Used for Project Mitigation: To evaluate the impacts of the proposed project, the following was used for mitigation, consistency, and the development of findings and conclusions:
Title 12 (Streets and Sidewalks), Title 16 (Buildings and Construction), Title 21 (Subdivision), Title 25 (Zoning), Title 28 (Critical Areas) regulations of the Pasco Municipal Code, and the land use policies contained in the Pasco Comprehensive Plan;
Regulations of the Washington State Department of Fish and Wildlife, Washington State Department of Ecology, Washington State Department of Natural Resources and Washington State Department of Archaeology and Historic Preservation;
Other required agency evaluations, approvals, permits, and mitigations as necessary.
Date of the Decision: A DNS was issued on November 13, 2025. The City of Pasco will not act on this proposal for 14 days from the date of issuance.

Appeals must be submitted within 14 days of issuance of the threshold determination. The appeal must be in writing, include a concise statement identifying the matter being appealed, and provide the basic rationale for the appeal. A filing fee is required in accordance with the City's Fee Resolution.
Please note: Failure to file a timely and complete appeal shall constitute a waiver of all rights to an administrative appeal under City Code.
