CITY OF PASCO – INVITATION TO BIDDERS PASCO, WASHINGTON BUTTERFIELD WATER TREATMENT PLANT RAW WATER PERMANGANATE SYSTEM (PROJECT NO. 25635) The City of Pasco (Owner) is requesting Bids for the construction of the following Work: Installation of a vault around an existing raw water pipe, two taps on aforementioned pipe, and ancillary instruments within the vault. Relocation of an existing Conex, followed by trenching and installation of yard piping between the vault and Conex. Installation of a permanganate storage and feed systems, a raw water sample panel, ventilation, and ancillary equipment within the Conex. A new PLC shall be finished and installed. Programming and integration of new permanganate system, raw water quality analyzers and intrusion sensor for vault. The bidding shall be done electronically through City of Pasco's Plan Room secure network/platform: https://www.cityofpascoplanroom.com/jobs/public. Bids shall be submitted electronically via City of Pasco's Plan Room and shall be accepted up to 2:00PM PST on Tuesday, November 18th, 2025. The Contractor will not be charged a fee to download or to submit a bid. Bids received after the specified time will not be considered. Bids will be publicly opened and read aloud, in the City of Pasco Council Chambers at 2:00PM PST on Tuesday, November 18th, 2025. Additionally, the City will hold the Bid Opening via Microsoft Teams. The Project has an expected duration of approximately ninety (90) working days to complete the work. Engineer's Estimate for the project is: $550,000- $700,000. All bids must be accompanied by a "Good Faith Token" in the form of a Certified Check, Cashier's Check or Bid Bond in the amount of not less than five percent (5%) of the total bid. Information and Bidding Documents for the Project can be found at the following designated website: https://www.cityofpascoplanroom.com/jobs/public. Bidding Documents may be downloaded from the designated website. Prospective Bidders must register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Printed copies of the Bidding Documents may be obtained from the Issuing Office by choosing the "Order". There will not be a pre-bid conference for the Project. This project is funded or partially funded through the Washington State Drinking Water State Revolving Fund (DWSRF) program. All work performed on the project will be subject to all DWSRF requirements including Davis-Bacon/Prevailing Wage Requirements and Washington State prevailing wages. All work on this project will be subject to the higher of the prevailing state or federal wage rates. The American Iron and Steel provisions also applies to this contract.
