NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS September 11, 2026 Pierce County Human Services 1501 Market St, Suite 300 Tacoma Washington 98402 (253) 719-2197 REQUEST FOR RELEASE OF FUNDS On or about September 21, 2026, Pierce County government will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as AHAT Homecare Three Cedars Rehab, for the purpose of residential facility rehabilitation at 301 N L Street, Tacoma WA 98403. Facility renovations involve updating and rehabilitating the building to meet ADA standards to ensure clients have a safe place to reside. Specific renovations include updating countertops, updating range hood, updating bathrooms to be ADA compliant, replacing handrails, replacing flooring throughout the property, adding cabinets for storage, replacing corroded pipes, adding additional electrical outlets in the stairwell, painting exterior sidings, and replacing broken gutters and downspouts. The project is funded with $380,553 in Community Development Block Grant Funds. These renovations will address existing deficiencies and improve the safety, accessibility, and condition of the residential facility for the benefit of its residents and staff. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Pierce County Human Services, Community Development Division, 1501 Market St, Suite 300 Tacoma WA 98402 and may be examined or copied weekdays from 8:00 A.M to 4:30 P.M. and is also available online at https://cpd.hud.gov/cpd-public/environmental-reviews. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Pierce County Human Services, Community Development Division, 1501 Market St, Suite 300, Tacoma, Washington 98402 Attn: Julie Murray, Interim Director of Human Services. All comments received by September 21, 2026, will be considered by Pierce County prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION Pierce County certifies to HUD that Julie Murray in her capacity as Interim Director of Human Services, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows AHAT Homecare to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and Pierce County's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Pierce County; (b) Pierce County government has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Seattle Regional Office at 909 First Avenue, Suite 300 Seattle Washington 98104.
