Pierce County Community Development Corporation Seeks Qualified Consultants for Affordable Housing Predevelopment and Feasibility Services

Pierce County Community Development Corporation (PCCDC) is seeking qualified consultants to provide predevelopment and feasibility services in support of affordable housing development. The Request for Qualifications (RFQ) will establish an updated list of qualified consultants that PCCDC may contract with for predevelopment services. The initial work will support the East Tacoma affordable housing property located at 1621 E. 57th Street, Tacoma, WA 98404.
About the East Tacoma Predevelopment and Feasibility Work
PCCDC intends to develop the East Tacoma property for affordable housing serving households earning at or below 80 percent of Area Median Income (AMI). The future development may include rental or homeownership opportunities.
PCCDC is seeking qualifications from consultants capable of providing services that may include:
Phase I Environmental Site Assessment
Geotechnical Investigation
Cultural Resources Assessment
Arborist Assessment
Utility Capacity Analysis
Transportation/Access Analysis
Critical Areas Assessment
Other related predevelopment and feasibility services, as needed.
Timeline and Submission
Responses to the RFQ are due by 4:30 p.m. on Wednesday, September 30, 2026. Applications must include one signed original application and the applicable attachments identified in the RFQ.

Questions and Additional Information
Questions regarding the RFQ must be submitted in writing no later than 4:30 p.m. on September 23, 2026. PCCDC will provide written responses to questions no later than September 25, 2026.
