CITY OF FIFE, WASHINGTON NOTICE OF APPLICATION AND DETERMINATION OF NONSIGNIFICANCE Project Name: School impact fee update. Project Applicant: Fife Community Development Department. ATTN: Chris Larson, Community Development Director. 5411 23rd St E Fife, WA 98424 Description of Proposal: The proposal updates the Fife Municipal Code related to school impact fees and is necessary to implement the 2024 periodic update as well as applicable state legislation related to proportionality in impact fee application. Notably, these amendments achieve the following: Adopts Pierce County Code title 4A.30 by reference, which sets the calculation methodology based on bedroom count, and creates a maximum fee obligation with annual escalation. Adopts the applicable school districts' Capital Facility Plan by reference, once adopted by the applicable school board. Directs the city to administratively update the fee schedule upon adoption by the school board of their annual capital facilities plan. Lead Agency: City of Fife Case No: SEP26-0005 and MCA26-0002. The lead agency for this proposal has determined that this proposed action does not have a probable significant adverse impact on the environment, and an environmental impact statement (EIS) is not required. The determination is supported by analysis and associated material in previous environmental determinations: City Center subarea Final Environmental Impact Statement (FEIS) – May 19, 2025, and SEP25-0001 – DNS related to adoption of the 2024 periodic update – April 4, 2025 Comment Period: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance (Friday August 28, 2026). Comments must therefore be submitted by 5:00, Friday September 11, 2026.
