The Puget Sound Clean Air Agency is providing public notice for a proposed permit for Arclin Surfaces LLC to modify Notice of Construction (NOC) permit No. 12443 and Air Operating Permit No. 12408 to increase the throughput of dry powder in the Super Sack Station from 250,000 pounds in a calendar month to 1,000,000 pounds in a calendar month. The calculated emissions increase associated with this project is 0.0045 tons (or 9 pounds) of particulate matter per year.
PRELIMINARY DETERMINATION
The Agency has completed a review of application No. 12641. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12641 should be approved.
PUBLIC COMMENT
The proposed Order of Approval and modified Air Operating Permit (along with the information considered in making this preliminary determination) are available from the Agency's website at www.pscleanair.gov. These documents are also on file and available for inspection at the Agency's office located at 1904 Third Avenue, Suite 105, Seattle, Washington, telephone (206) 343-8800. Written comments with respect to the proposed Order must be mailed to Carl Slimp, Engineer, at Puget Sound Clean Air Agency, 1904 Third Avenue, Suite 105, Seattle, Washington 98101, faxed to the Engineering Manager at (206) 343-7522, or e-mailed to PublicComment@pscleanair.gov by 4:30 pm PDT on September 11, 2026. Any person or entity may request a public hearing within the comment period provided that any such request shall state the person's or entity's interest in filing it and why a hearing is warranted.
All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
This Notice is published pursuant to the Washington State Clean Air Act (Chapter 70A.15 RCW and WAC 173-401-800). The Air Operating Permit is issued pursuant to Chapter 173-401 WAC and Title V of the Federal Clean Air Act Amendments of 1990.
Air Operating Permits are also subject to review and approval by US EPA. If a public comment is sent to the Agency for this permit, and the Agency has not addressed the comment in a satisfactory manner, and the EPA has not objected to the proposed permit, then the public may submit a petition requesting that the EPA reconsider the decision not to object. Petitions shall be submitted electronically to US EPA at TitleVPetitions@epa.gov or by mail to US EPA, Office of Air Quality Planning and Standards, Air Quality Policy Division, Operating Permits Group Leader, 109 T.W. Alexander Dr. (C-504-01), Research Triangle Park, NC 27711. Petitions shall be submitted within 60 days after the end of the 45-day EPA review period. The EPA review period for this permit starts no earlier than September 12, 2026.
