Advance Notice of Request for Qualifications (RFQ 26025C) Progressive Design-Build Services for the TPS Transportation Center project. Project Information: Tacoma Public Schools is planning to release an RFQ in mid-August 2026 for Progressive Design-Build (PDB) Services for the proposed TPS Transportation Center project. The alternate public works design-build contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for the project. Qualified firms with previous PDB project delivery experience are encouraged to submit. The funding for this project was included in a Capital Bond that was passed by the voters of the City of Tacoma in February of 2024. This project will generally involve the design and construction of new TPS Transportation Center facility on the existing Tacoma Public Schools Bus Center site and the old Madison Elementary School (More recently operated as the Madison Early Learning Center.) site, which are located adjacent to one another in the Tacoma Mall Neighborhood. The estimated total budget for design and construction of this project is anticipated to be approximately $22,470,000. The actual project budget will be identified in the RFQ, when released. When the RFQ documents are complete, the project will be advertised and the RFQ will be available for download on the Tacoma School District Electronic Bid Management System "Bonfire" website at: https://tacoma.bonfirehub.com/portal/?tab=openOpportunities. Design-Builders will be required to register on the Bonfire website before they can download the RFQ. When registering on the website, follow instructions and use at least one or any combination of the following classification/commodity codes, as applicable for your firm: 906-10, 906-38, 906-92, 909-21, 909-22, 909-24, 909-27, 909-31, 912-38, 918-86, 925-44, and/or 958-26. As part of Tacoma School District's commitment to investing in the community, as documented in its 2016 Community Inclusion Commitment, contractors on District projects will be expected to implement an outreach plan to attempt to meet or exceed the District's utilization goals of ten percent (10%) certified minority-owned businesses, six percent (6%) certified women-owned businesses, and five percent (5%) certified small business enterprises and thirty percent (30%) local businesses on this project, based on the prime contractor's total contract dollar amount.
