CITY OF LAKEWOOD- NOTICE OF SEPA THRESHOLD DETERMINATION
City of Lakewood Cannabis Code Amendments
The City of Lakewood has completed the SEPA review for the proposed cannabis code amendments that replace the current prohibition on cannabis businesses with regulations for state-licensed cannabis uses. The draft proposal amendment LMC 18A.10.180(definitions),, 18A.20.080 (review/decision authority), 18A.40 (allowed uses), 18A.40.160 (operational standards), 18A.80.030 (parking) in the zoning ordinance and adds a new business license chapter 5.65. The proposal would allow Cannabis Retail in the Transit Oriented Commercial (TOC), Central Business District (CBD), and Commercial 1, 2, and 3 (C1, C2, C3) zones; Cannabis Processor in the Industrial Business Park (IBP) and Industrial 1 and 2 (I1, I2) zones; Cannabis Testing Laboratory in the Industrial Business Park (IBP) and Industrial 1 and 2 (I1, I2) zones; and Indoor Cannabis Producer in the Industrial 1 and 2 (I1, I2) zones and, subject to a Type III conditional use permit, in the Air Corridor 1 and 2 (AC1, AC2) zones. Additional protective buffers for state-law protected uses are also proposed. Cannabis uses are to proposed to remain prohibited in all residential, mixed-residential, neighborhood commercial, public-institutional, and open space zones. The City of Lakewood SEPA responsible official issued a Determination of Nonsignificance (DNS) pursuant to RCW 43.21.C.110. Comments on this threshold determination are due by August 12, 2026.
An appeal of a non-project SEPA determination must be filed with the Growth Management Hearings Board as part of the local adoption of development regulations, as provided by state law.
