NOTICE OF INTENT TO ISSUE A LIMITED GENERAL
OBLIGATION BOND AND CONDUCT A PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of Directors (the "Board") of Puyallup School District No. 3, Pierce County, Washington (the "District") intends to issue a non-voted limited general obligation bond (the "Bond") pursuant to RCW 28A.530.080 and will hold a public hearing for the purpose of hearing comments from the public on the proposed issuance of the Bond. The public hearing will be conducted during the regular Board meeting on Monday, August 3, 2026, starting at 6:00 P.M., or as soon thereafter as possible, in the Tillicum Room at the Kessler Center, located at 1501 39th Avenue SW, Puyallup WA 98373, as well as remotely via Zoom video conferencing (access information below).
The proposed Bond will be issued as a limited general obligation bond; will be in the principal amount of not to exceed $15,000,000; will be dated its date of delivery; will be issued only in fully registered form; will bear interest at the rate(s) to be determined based on market conditions; will mature within two (2) years of the date of issue; may be subject to prepayment prior to maturity of the Bond; will be issued and sold in such manner and at such time as will be required for the purpose for which the Bond is to be issued; and will include other terms and conditions, all as determined necessary and advisable by the Board. The exact date, form, terms, price, interest rate(s), maturity date, purchaser and repayment schedule of the Bond will be hereafter fixed by resolution of the Board. Proceeds of the Bond will be used to pay costs of: reconstructing Ferrucci Junior High School; replacing roofs at Ballou Junior High School, Edgemont Junior High School, and Spinning Elementary School; making HVAC improvements at Aylen Junior High School, Emerald Ridge High School, and Stahl Junior High School; and carrying out other purposes authorized by RCW 28A.530.080. The principal of and interest on the Bond will be paid from money from the District's Capital Projects Fund and General Fund, and from other legally available money of the District, which may including certain insurance claim proceeds. Tax proceeds received from the District's Capital Levy to Restore, Improve, and Replace School Infrastructure, approved by the voters on February 13, 2024, may be used to pay principal of the Bond. Any person wishing to be heard on the proposed issuance of the Bond should appear at the public hearing and present their views in person or remotely via Zoom link that will be available at www.puyallupsd.org and emailed upon request submitted to Beth Kerrick at kerricba@puyallupsd.org by 12:00 P.M. on August 3, 2026. Alternatively, or in addition, such interested persons may submit their views on the proposed issuance of the Bond in writing and deliver them to Kyle Ritz, Director of Finance & Accounting, via email at RitzKR@puyallupsd.org, or regular mail, 302 2nd Street Southeast, Puyallup, Washington 98372, by 12:00 P.M. on August 3, 2026.
