Combined State Environmental Policy Act (SEPA) Notice and Edgewood Planning Commission Public Hearing Notice File Numbers and Project Description: #26-005-CODE: The City is considering establishing a Multi-Family Tax Exemption (MFTE) Program to incentivize the development of multi-family developments in designated residential target areas to improve housing affordability. #26-006-CODE: The City proposes amendments to Edgewood's Concurrency Management regulations (EMC Chapter 18.105) to incorporate recent system performance recommendations from the city's transportation consultant. #25-002-COMP PLAN: A Comprehensive Plan Amendment to change the Future Land Use Map of tax parcels 04202341111 and 0420234144 from residential to industrial. This proposal also includes a rezone from residential to industrial. The city is proposing an amendment to the applicant's proposal by adding a Limited Industrial Overlay that would restrict the types of permitted industrial uses and apply community-based performance standards (Alternative 2). All draft documents are provided electrically at noa.edgewoodwa.gov under the associated File Number. Environmental Review: NOTICE IS HEREBY GIVEN that a Determination of Non-Significance (DNS) was issued on June 28, 2026, under WAC 197-11-340. Under the State Environmental Policy Act (SEPA), this proposal is a non-project action as defined by WAC 197-11-704(2)(b) and the SEPA Responsible Official determined that the proposal will not have a probable significant adverse impact(s) on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). All comments are welcomed and will be accepted prior to 5 PM on July 13, 2026. The responsible official may reconsider or withdraw the DNS based on new information or possible impacts discovered during the comment period. This determination may also be appealed per the procedures in EMC 20.05.250. A complete appeal application and fee shall be received prior to the close of business fifteen (15) days from the end of the comment period (July 28, 2026). A final decision will not be made on this proposal until after August 1, 2026. Public Hearing. NOTICE IS HEREBY FURTHER GIVEN that the City of Edgewood Planning Commission will convene a hybrid Public Hearing at 6:00pm on Monday, July 13, 2026, in City of Edgewood City Hall Council Chambers at 10440 Dom Calata Way E, Edgewood, WA 98372. The public can also join the Planning Commission Meeting virtually by visiting zoom.us/join using the Meeting ID: 970 6596 9184. Public Comments: Comments must be submitted by 5:00 PM on July 13, 2026, to comdev@edgewoodwa.govor addressed to City of Edgewood, 10440 Dom Calata Way E, Edgewood, WA 98372.
