NOTICE TO BIDDERS
HUSKY TERMINAL RECONFIGURATION PHASE 1
PROJECT NO. 2026-01
NOTICE IS HEREBY GIVEN that Husky Terminal and Stevedoring, LLC ("Husky") will receive sealed bids for the Husky Terminal Reconfiguration Phase 1, Project No. 2026-01, located at 1101 Port of Tacoma Road, Tacoma, Washington 98421.
PROJECT DESCRIPTION: The Project consists of the reconfiguration of approximately 17 acres of the Husky Terminal yard to accommodate updated container storage operations. Work includes site demolition, earthwork, asphalt paving, storm drainage improvements, water main improvements and hydrants, illumination system installation and relocation of high mast steel light poles, striping and channelization, contaminated soils handling, dewatering, temporary erosion and sediment control, and miscellaneous related work. Estimated construction cost range is $16,000,000 to $21,000,000, plus Washington State Sales Tax.
BID OPENING: Sealed bids will be received in the lobby of the Husky Terminal Admin Building, 1101 Port of Tacoma Road, Tacoma, Washington 98421 until 2:00 PM Pacific Time on July 31, 2026, at which time bids will be publicly opened and read aloud.
PRE-BID MEEETING AND SITE TOUR: A pre-bid meeting and site visit will convene at the Husky Terminal Admin Building, 1101 Port of Tacoma Road, Tacoma, Washington 98421 on July 7, 2026 at 1145. Personal protective equipment required: sturdy shoes and reflective vest. Attendees will be required to sign a Release and Acceptance of Responsibility and Acknowledgement of Risks form prior to entering the site.
BID SECURITY: Each bid must be accompanied by bid security in an amount equal to five percent (5%) of the base bid in a form allowed by Section 00 21 00 — Instructions to Bidders.
FEDERAL FUNDING: This Project is partially funded by a federal grant under the U.S. Department of Transportation – Maritime Administration – Port Infrastructure Development Program (PIDP). All applicable federal requirements apply, including Davis-Bacon Act wage requirements under 40 U.S.C. §§ 3141-3148.
DISADVANTAGED BUSINESS ENTERPRISES: Pursuant to 2 C.F.R. § 200.321, Husky will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of award. Husky encourages participation by minority business enterprises, women's business enterprises, and labor surplus area firms.
BUY AMERICA: This Project is subject to the Build America, Buy America Act and the Buy America preference under 2 C.F.R. § 200.322. Iron, steel, manufactured products, and construction materials used in the Project are subject to Buy America requirements.
